The Indiana Department of Administration (IDOA), on behalf of participating State agencies, seeks to procure a turnkey, enterprise-grade Fleet Telematics and GPS Tracking solution capable of supporting Indiana’s statewide vehicle fleet.
The Contractor shall provide cellular-enabled GPS tracking hardware, a web-based telematics software platform, ongoing maintenance and technical support, compliant secure data retention and archiving, and comprehensive user and administrator training. The platform must include real-time GPS tracking and historical route playback, vehicle diagnostics (OBD, DTCs, odometer, fuel consumption), driver behavior monitoring and safety scoring, configurable geofencing with automated alerts, and customizable reporting. Hardware must be compatible with OBD-II, J1939, and OEM systems, support OTA firmware updates, multi-carrier cellular failover, offline caching, tamper detection, and low-power sleep modes. The solution must integrate with the State's ESRI GIS environment, MuleSoft API Management, GoAnywhere MFT, and Access Indiana SSO. The Contractor must adhere to a baseline implementation schedule: kick-off within 5 business days of award, strategic project plan within 10 business days, hardware installation and software deployment commencement within 15 business days, and completion within 45 business days. The Contractor shall provide recurring monthly status and performance reports.
