- <p>The primary objective of the Indian Community Development Block Grant (ICDBG) program is the development of viable Indian and Alaska Native communities, including the creation of decent housing, suitable living environments, and economic opportunities primarily for persons of low-and moderate-incomes. See the ICDBG regulations at 24 CFR 1003.2, the full text of which is available at <u>24 CFR part 1003</u>.<br><br><strong>a. Single Purpose Grants. </strong>Projects funded by the ICDBG program must principally benefit low- and moderate-income persons (24 CFR 1003.208). These are competitive grants and are the subject of this NOFO.<br><br><strong>b. Imminent Threat Grants. </strong>Projects funded with Imminent Threat grant funds are to address issues that have an immediate negative impact on public health or safety of tribal residents.<br><br>You do not have to apply for an Imminent Threat grant by the deadline established in this NOFO. These funds are awarded on a first-come first-serve basis until the amount set aside for this purpose is expended. The Imminent Threat request must be submitted to the Area ONAP for your region in accordance with <a href="https://www.hud.gov/sites/default/files/OCHCO/documents/PIH-2025-09.pdf">Notice PIH 2025-09</a> (supersedes Program Guidance 2018-04), and the requirements in <a href="https://www.ecfr.gov/cgi-bin/retrieveECFR?gp=1&SID=c6f342efd9264c538540adcca206eeb2&ty=HTML&h=L&mc=true&n=sp24.4.1003.e&r=SUBPART">24 CFR part 1003 subpart E</a>.</p><p><br> </p>

- Eligible applicants are: An Indian tribe. See additional information on eligibility at 24 CFR 1003.5(a). Eligible Indian tribes include those listed at "Indian Entities Recognized by and Eligible To Receive Services From the United States Bureau of Indian Affairs" (89 Fed. Reg. 238, December 11, 2024, https://www.govinfo.gov/content/pkg/FR-2024-12-11/pdf/2024-29005.pdf), or which had been an eligible recipient under the State and Local Fiscal Assistance Act of 1972 (31 U.S.C. 1221). A Tribal organization that is eligible under Title I of the Indian Self-Determination and Education Assistance Act may apply on behalf of a Tribe when the tribe has authorized the tribal organization to do so through concurring resolutions. Such resolutions must accompany the application for funding (1003.5(b)). See instructions in Section IV.C.b. of this NOFO.Applicants must be eligible by the application submission date. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for, or receive, awards made under this announcement.
