Catoosa County Board of Commissioners are seeking sealed written bids, from qualified vendors, to provide turnkey roof-top chiller replacement services which includes providing equipment, labor, materials, and all related work necessary for complete installation and operational functionality for our Catoosa County Colonnade located at 264 Catoosa Circle, Ringgold, GA 30736. Bid Documents are available on the County Website at: https://www.catoosacountyga.gov/bids. TWO (2) copies of your Bid must be sealed and delivered in person, by mail or overnight delivery service to the office of the Board of Commissioners, 800 LaFayette Street, Ringgold, GA 30736 not later than 3:00 p.m. EST on Thursday, October 22, 2026. Bids will be publicly opened and read aloud. Bids received after said time will not be accepted. The envelope shall state "RFP: 2026-20 Colonnade Chiller Replacement" to prevent accidental opening. Bids shall be identified on the exterior of the sealed envelope with all the information required by law, including the name of the project and the Respondent's name, address and license number, expiration date and classification (as applicable). All such written inquiries must be delivered by 12:00 noon, on Friday, October 16, 2026. CCBOC will publish a response to all inquiries on its website at www.catoosacountyga.gov/bids on Monday, October 19, 2026. Catoosa County reserves the right to accept or reject any and all Bids, to waive formalities, technicalities, or irregularities and to re-advertise if necessary. Any Bid submitted in response to this Request shall remain open for acceptance by the Board, and same shall be honored by the contractor, for a period of SIXTY (60) days from the date set forth hereinabove for the receipt of Bids.

I. Introduction:
Catoosa County Board of Commissioners are seeking sealed written Proposals, from qualified vendors,
to provide turnkey roof-top chiller replacement services which includes providing equipment, labor,
materials, and all related work necessary for complete installation and operational functionality for our
Catoosa County Colonnade located at 264 Catoosa Circle, Ringgold, GA 30736. Instructions for
preparation and submission of a proposal are contained in this packet. Proposals must be typed or
printed in ink.
II.
The Contractor shall provide turnkey roof-top chiller replacement services including providing equipment, labor, materials, supervision, permits, and related services (including engineering services) for complete installation and operational functionality. The replacement chiller must be of similar tonnage, air-cooled, equipped with low ambient, and include a sound dampening package. The Contractor shall remove and properly dispose of the existing TRANE chiller (Model RTAA2154Y101A3D0BF, Serial U00H02872, 215 tons, 460v/3ph), associated starters, VFDs, actuators, controls, and existing chiller plant control system; recover refrigerant per EPA regulations; furnish and install one new similar chiller; provide complete chilled water modifications including new and modified piping, butterfly valves, y-strainers, PT ports, pressure testing, system flushing, and insulation replacement; provide complete electrical integration including disconnect/reconnect, new disconnect, new fuses, new or reused breakers, and control wiring; provide a fully functional control system with web interface integrating chiller, pumps, AHUs, TUs/VAVs, including control valves, end devices, monitoring, alarms, safeties, outside air temperature/humidity monitoring, and minimum flow bypass control logic; provide a refrigerant monitoring system with BAS integration or standalone alarm; provide complete system startup including factory-authorized startup assistance, functional performance testing, pressure testing, verification of controls and interlocks, load testing, decibel level reading, and final system balancing; provide equipment submittals, O&M manuals, equipment warranty documentation, at least a 1-year installation warranty, startup reports, as-built documentation, owner training sessions, and final site cleanup. The Contractor shall field validate current chiller information, measure current decibels prior to decommissioning, and certify decibels via written report. The Contractor shall conform to EPA-compliant refrigerant handling, proper disposal, all applicable laws, PPE requirements, lockout/tagout procedures, and rigging and lifting safety protocols. Work is authorized Monday through Friday, 8:00am-5pm; weekend work must be approved by the Owner. The Contractor is responsible for project management and coordination with the Catoosa County Building and Maintenance team and shall have the same site supervisor for the duration of the project.
