INVITATION TO BID
Notice is hereby given that Jefferson County will accept sealed bids for the Additions and Renovations to the Jefferson County Health Department Building, located at 2501 US-1 Louisville, Ga. 30434, such bids to be submitted to the Jefferson County Board of Commissioner's Office at 1200 School Street, Louisville, Ga 30434, no later than 3:00 p.m., Tuesday October 6th, 2026. Bids will be opened, and read out loud, in the County Commissioners Conference Room. Bids shall be evaluated based on the price and the requirements and criteria set forth herein. The contract shall be awarded to the lowest responsible and responsive bidder whose bid meets the requirements and criteria set forth in this invitation for bids.
Documents are available through the Office of the Architect. Bidding documents may be obtained at the Office of the Architect: Studio 3 Design Group, P.C. attn: Dee Beaird dbeaird@s3dg.com or 706-667-9784.
Applications for hard copies of the documents, together with refundable deposit of $200.00 per set, should be filed promptly with the Architect. Bidding material will be forwarded (shipping charges collect) as soon as possible. The full amount of deposit for one set will be refunded to each prime contractor who submits a bona fide bid upon return of such set in good condition within 10 days after date of opening bids. Documents will also be posted in the Commission office for review. Any questions regarding the bid documents should be emailed to dbeaird@s3dg.com. Addendum may be issued during the bidding period.
Bidders should be aware that the project is funded, in part, by a Community Development Block Grant. All contractors shall be in good standing with the Department of Community Affairs and shall abide by all Federal Requirements set forth for the project. The Wage Rate Determination and a brief summary of the requirements are included in this manual.
The project involves additions and renovations to the Jefferson County Health Department Building. The work is subject to Build America, Buy America Act requirements, Section 3 of the Housing and Urban Development Act of 1968, and the Public Works Construction Law. Bidders must submit a price and demonstrate they have completed a minimum of five similar projects, been in business for at least five years, and have a project superintendent with at least five years of experience. The project is funded in part by a Community Development Block Grant.
