The City of Warner Robins, Georgia (the "City") is soliciting proposals from qualified firms to provide SCADA (Supervisory Control and Data Acquisition) and Control Systems Integration (CSI) maintenance, support, and capital improvement services for its water and wastewater utility systems. This RFP seeks to establish a Master Services Agreement (MSA) with one highly qualified contractor for ongoing SCADA/CSI maintenance and technical support services, structured on a task-order basis to allow the City flexibility in scoping and authorizing individual projects over time.
The Master Agreement will define the contractual framework, terms and conditions, qualification standards, service level expectations, and rate structures governing all work. Individual scopes of work will be authorized via Task Orders issued under the MSA. Task Order No. 1, included as Appendix A to this RFP, addresses immediate capital improvements to the City's SCADA infrastructure and is incorporated herein to allow proposers to simultaneously submit qualifications, maintenance/support pricing, and a proposed solution with pricing for Task Order No. 1.

The Master Services Agreement will cover ongoing SCADA/CSI maintenance and technical support services, with individual scopes authorized via Task Orders. Task Order No. 1 includes PLC replacement at water treatment facilities and remote wells (approximately 13 PLCs), radio-to-cellular telemetry migration, broken I/O remediation for tank level signals and wastewater alarms, new remote chemical dosage control capability, new non-potable water pump start/stop control, and installation of a security camera system with alarm integration at multiple sites. The contractor must also provide a remote access solution for SCADA/HMI, cybersecurity measures, and all programming and configuration files to the City.
