Basic Services shall include the provision of various professional services hereinafter stated that include civil, mechanical, electrical, architectural, geotechnical and structural engineering, contract administration, prequalification, bidding, and construction inspection services incidental thereto. The consultant awarded this contract shall be responsible for performance of all activities defined in Fulton County's EPD approved Stormwater Management Program (SWMP) not specifically assigned to others, including achieving Measurable Goals and providing required Documentation of performance in the Annual Report. Responsibilities include upgrading the inventory of MS4 infrastructure within 90 days of contract award, scheduling and providing MS4 maintenance related training of DPW staff, performing required inspections of existing Flood Management Projects, developing an inventory of all Municipal Facilities required to be inspected, upgrading the inventory of suspected sites with sources of Highly Visible Pollutant Sources (HVPS) within 90 days, upgrading the inventory of Industrial Facilities within 90 days, reviewing and upgrading the Enforcement Response Plan (ERP), preparing/updating an Impaired Water Plan (IWP), providing an annual review of Fulton County Code of Regulations and Ordinances, updating the existing Illicit Discharge Detection and Elimination (IDDE) Plan, developing a web-based solution for public reporting of improper discharges, and preparing the application for the new NPDES MS4 Permit if requested by EPD.
