Rural land is any land that normally lies outside corporate city limits, planned subdivisions, commercial sites, and industrial sites. Because Fulton County is 99% incorporated, rural land is still prevalent in several municipalities.

The consultant will develop land values for small and large rural land tracts, classify small tracts according to accessibility and desirability, develop a small acre break, classify large acre tracts as open land, woodland and ponds, develop an accessibility/desirability schedule with adjustments for size, location, and characteristics, determine the absorption rate for large tracts where insufficient sales exist, review property sales to determine timber values and other non-land value items, provide narrative descriptions of all land schedules and their components, and generate sales ratio studies for all property types. The rural land schedules shall be in compliance with Georgia Department of Revenue rules and regulations and will be uploaded into the Enterprise Assessment and Tax system.
