The City of Hapeville, Georgia is requesting proposals from qualified consulting firms to prepare the
City’s 2027 Comprehensive Plan Update in accordance with the Georgia Department of Community
Affairs (DCA) Minimum Standards and Procedures for Local Comprehensive Planning Requirements and
all applicable guidelines.

The City reserves the right to reject any or all proposals, waive informalities and irregularities, and award
the contract to the best qualified Consultant in the best interest of the City.

The Consultant shall furnish all labor, materials and services required to conduct a complete Comprehensive Plan as specified in Appendix B. The work involves five major tasks: Task 1 – Evaluate Existing Plans; Task 2 – Complete a Market Analysis; Task 3 – Gather Public Input; Task 4 – Update Comprehensive Plan for the City of Hapeville; Task 5 – Project Deliverables to Include Completion Deadlines and Costs. The final product shall include one printed unbound copy of the complete final report and appendices, ten bound color copies, one PDF file, one PowerPoint slide presentation, the 5-Year Implementation Plan in Excel, and all electronic files in their original formats with supporting graphics and GIS shape files.
