(AFRD), will shortly undergo a Competitive Sealed Bidding process consisting of a Phase 1 Pass/Fail Qualification
and System Demonstration, followed by a Phase 2 Invitation for Bid (IFB) to procure a qualified supplier to
provide a secure, cloud-based Background & Recruitment Electronic File Management System (EFMS). Interested
Offerors should possess demonstrated experience providing, implementing, and supporting secure electronic
recruitment, applicant tracking, background investigation, and/or file management systems for public-sector or
public-safety organizations. A Pre-Solicitation Conference will be noticed and held to provide more details and

The vendor shall provide a comprehensive, secure, and user-friendly cloud-based system that includes document management (upload, store, categorize, retrieve applicant documents; support for multiple file formats; store written exam results and agility testing results), candidate application management (full end-to-end online application process; self-service portal; customizable workflows for recruitment stages; automated workflows; user security roles; assessment reminders), and background investigation and processing (tailored questionnaires; collaborative background investigations; digitized record management; statistical data review; dashboard view; search and filter capabilities). The vendor must also provide technical support during normal business hours, include updates/patches/upgrades per service agreement, and deliver functional EFMS software, system installation/configuration/testing, data migration plan, user training, system security plan, and ongoing maintenance.
