The City of Atlanta, on behalf of various City departments, will shortly undergo a Multi-Step Sealed Bid process
comprised of a prequalification phase as the initial step, followed by an Invitation for Bid for the procurement of
qualified suppliers to provide Hot Mix Asphalt and Asphaltic Cement. Materials will support the City's ongoing
roadway maintenance, repair, emergency, and other operational needs and must comply with applicable City of
Atlanta and Georgia Department of Transportation specifications. Interested vendors during the prequalification
phase will be evaluated based on their demonstrated ability to produce and supply the required asphalt materials in
accordance with established specifications and quality standards. Vendors must demonstrate adequate plant and
production capacity, material availability, quality control capabilities, and the ability to accommodate the City's
required pickup quantities and operating needs. Vendors must also demonstrate the ability to support extended
operating hours, including nights, weekends, holidays, and emergency or special service requirements. The City's
expectation is that the selected supplier(s) will provide a reliable and responsive source of Hot Mix Asphalt and
Asphaltic Cement that meets required quality, temperature, and performance standards. Approximately 75 percent
of materials are anticipated to be picked up by the City, and suppliers must have sufficient availability and
operational capacity to support routine and emergency needs, including special services requiring response within
24 hours. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions
from interested vendors. We look forward to your participation.

RE: Policy Statement Project No.: Hot Mix Asphalt
DATE: 10/15/2026
The City’s Diversity and Inclusion Policy Statement is included with this correspondence for
Project No.: Hot Mix Asphalt. Because the expected value of the above referenced project either
falls below the amount ($100,000) that would trigger the application of one of the City’s diversity
inclusion programs; or there are few, if any, potentially certified subcontractors who can perform
work on this project; or proponents who typically propose on this type of work fully perform all
aspects of the project due to its limited scope; then there is no mandatory participation requirement
attached to this particular procurement.
However, OCC has provided a policy statement which communicates the City’s desire to actively
promote full and equal business opportunities aimed at facilitating the inclusion of small,
disadvantaged, minority, and female business enterprises through the City’s SBO and EBO
programs, the administration of the federal DBE and ACDBE programs, and through voluntary
means in the absence of a mandate. Please note that the enclosed Policy Statement is solely for
this project.
If there are questions, please contact me at (404) 330-6010, or Wendy Theodore at (404) 330-
