I. GENERAL PROJECT INFORMATION AND BACKGROUND: The City of Douglasville (the “City” or “Owner”) is
seeking improvements to the Brightstar Rd at Brightstar Connector intersection. The Project will upgrade the
traffic signal, signing, striping, and sidewalks at the Brightstar intersection. The traffic signal improvements
will include mast arms, video detection, and underground connectivity.
PROCUREMENT METHOD AND AWARD: This Project is being solicited through competitive sealed
bidding. The public advertisement will comply with applicable requirements for municipal road contracts.
If an award is made, the City will award the contract to the lowest reliable bidder whose bid is responsive
to the requirements of this RFB and who demonstrates the ability to satisfactorily perform the work. The
City reserves the right to reject any or all bids. This solicitation will be conducted in accordance with
applicable federal, state, and local laws and City requirements.
II. SCOPE OF WORK: The project includes but is not limited to the following:
A. Construction Phase
The project includes but is not limited to: addition and extension of striping, crosswalks, and stop bars surrounding the intersection; installation of sidewalks with ADA compliant ramps; traffic signal improvements including mast arms, video detection, and underground connectivity; and the contractor must maintain the flow of vehicular and pedestrian traffic during intersection improvements. The contractor shall provide all labor, materials, equipment, construction layout, and required shop drawings to construct the improvements shown in the Contract Documents.
