The City of Brookhaven seeks proposals for an enterprise asset management system (EAMS) supporting Public Works, Parks, and Facilities operations. The solution must be GIS-centric, cloud deployed, mobile enabled, and support lifecycle management of public assets. The system must support comprehensive reporting and analysis and integrates with the City's existing ArcGIS Enterprise environment with minimal disruption to current systems. The preferred solution will utilize the City's GIS REST Services API (https://maps.brookhavenga.gov/arcgis/rest/services) to access and manage city assets, preserve GIS as the authoritative source of asset data, and avoid disconnected or unnecessary duplication of asset datasets. Alternative solutions may be considered; however, preference will be given to those requiring the fewest changes to the City's existing databases, GIS architecture, and business systems.

PROPOSAL LETTER
We propose to furnish and deliver all the deliverables and services named in the attached Request
for Proposal (RFP).
The selected vendor shall provide software, implementation services, data migration, integrations, training, support, and ongoing maintenance. The system must support asset inventory and hierarchy management, preventive and corrective maintenance, work orders and repairs, labor tracking, cost accounting, historical asset records, GIS-enabled mapping and analytics, inspections and condition assessments, and dashboards and reporting. Specific assets include stormwater assets, paving, sidewalks, street signs, rights-of-way, park buildings, playgrounds, athletic fields, furniture, trails, facilities parcels, buildings, mechanical/electrical/plumbing systems, HVAC, and interior assets. Technical requirements include cloud-hosted SaaS deployment, ESRI platform integration, mobile offline inspections, SSO, audit trails, role-based access, 99.9% uptime, data migration from legacy systems, and integration with ERP/finance, 311/citizen requests, permitting, CIP planning, utility locating, and stormwater compliance.
