DeKalb County seeks a qualified consultant or firm to update the Candler Road/Flat Shoals Parkway Livable Centers Initiative (LCI) Master Plan for an approximately 1,900-acre study area located in unincorporated Decatur, Georgia. This project supports the goals and objectives of the Atlanta Regional Commission (ARC) Sub-Element 602 CAS – Livable Centers Initiative (LCI) Investment Policy Studies program. The urban study area serves an estimated population of 7,206 residents and is primarily designated as Regional Center and Neighborhood Center within the DeKalb County Unified Plan. The study area generally extends from Interstate 20 to the North, Columbia Drive to the East, with I-285 running through center of the study area the South River to the South, and West toward Doolittle Creek, with Interstate 285 traversing the center of the corridor, which is captured in Exhibit A- Project Location Map.

The consultant shall complete four distinct tasks: Task 1—Existing Conditions Analysis (25% of budget, $62,500) to analyze the current state of the study area; Task 2—Plan Development (25% of budget, $62,500) to create the updated master plan; Task 3—Public Involvement (35% of budget, $87,500) to facilitate stakeholder engagement and community input; and Task 4—Project Deliverables (15% of budget, $37,500) to produce final documents and materials. All work must comply with Davis-Bacon prevailing wage requirements. The study area extends from Interstate 20 to the North, Columbia Drive to the East, with I-285 running through the center, the South River to the South, and West toward Doolittle Creek.
