The City of Tybee Island, GA will be accepting proposals for the Historic Resources Survey Update Phase I. Proposal MUST BE SUBMITTED BY 3:00 PM ON MONDAY OCTOBER 19, 2026, to Aleesha Robinson, at Tybee Island City Hall, 403 Butler Avenue, Tybee Island, GA 31328. A PRE-PROPOSAL MEETING will NOT be held. Direct all questions in writing to Aleesha Robinson at aleesha.robinson@cityoftybee.gov The City of Tybee Island, GA may (i) reject any, any part of, or all bids and proposals with any party submitting a bid or proposal, or (ii) waive informalities and technicalities, (iii) negotiate directly with any party submitting a bid or proposal, or (iv) accept that proposal which the City of Tybee Island, GA deems to be in its best interest, whether or not it is the lowest dollar proposal.
The project will be conducted in five phases: Windshield Survey (initial reconnaissance, identification of historic resources, preliminary resource map); Public Outreach (coordinate with City staff and Historic Preservation Commission, conduct at least one public meeting); Background Research (review existing surveys, GNAHRGIS, National Register records, building permits, maps, photographs, and other archival sources); Comprehensive Field Survey and GNAHRGIS Data Entry (document up to 500 historic resources with minimum two photographs each, enter data into GNAHRGIS); and Historic Resources Survey Report and Map (prepare final report, survey map, and all deliverables). All work shall conform to the Secretary of the Interior's Standards for Archaeology and Historic Preservation and applicable Georgia Historic Preservation Division standards.
