REQUEST FOR QUALIFICATIONS
ENGINEERING DESIGN SERVICES
Elm Street from Main Street to SR 3 (CB-206)
Bartow County is accepting sealed proposals for Engineering Design Services related to the
above-named project. The purpose of this RFQ is to select qualified Consultants to provide
professional services to assist the County with specific engineering tasks related to the design of
enhanced drainage and pedestrian access through the installation of sidewalks along Elm Street.
Sealed statements of qualifications will be received no later than Friday, October 16, 2026, at the
Bartow County Commissioner’s Office, Suite 251, 135 West Cherokee Avenue, Cartersville,
GA 30120, at which time the names of the Offerors will be publicly read aloud. Submittals
received after the above date and time, or in any location other than the Commissioner’s
Office, will not be considered.
There is an OPTIONAL Offerors’ Conference scheduled for this procurement to occur on
Wednesday, September 30th at 2:00 PM in the Commissioner’s Meeting Room located at
135 W. Cherokee Avenue, Cartersville, GA 30120. The deadline for written questions is
Wednesday, October 7th at 5:00 PM.

The selected consultant will provide engineering design services including concept report, preliminary design, final design, and construction assistance for improvements to Elm Street. The scope includes traffic engineering analyses, intersection control evaluation, conceptual geometric layouts, multimodal considerations, drainage and utility conflict evaluation, environmental studies, preliminary design and plan preparation, final design and plan revisions, and assistance with bidding and construction phases.
