The program aims to develop and field-validate integrated stimulation and enhanced recovery approaches that can deliver transformative performance improvement in subsurface resource recovery. It targets key opportunities including improving extraction efficiency from low permeability formations, maximizing resource recovery, and optimizing water management. Submissions must combine a stimulation and resource recovery approach (at least one novel and transformative), incorporate integrated sensing and modeling, conduct laboratory validation using test-site-specific samples, identify and describe a field test site with a permitting pathway, provide a benchmarking plan, and include a techno-economic analysis. The program is divided into two categories: Category A (Shale and Tight Oil & Gas) and Category B (Other Low-Permeability Subsurface Resources). Each submission must include two phases: Phase 1 (Laboratory Validation, ~18 months) and Phase 2 (Field Testing, ~18 months).

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
