The vendor will provide services covering six areas: (1) rulemaking - drafting and promulgation of implementing regulations under the 2026 Title 5 Legislation; (2) supervisory program development - development of examination manuals, work programs, and supervisory policies for payment stablecoin issuers and digital asset custody; (3) examiner and staff training – develop training materials and deliver training to OSBC examiners; (4) licensing operations - develop licensing, reporting, enforcement, and resolution policies and programs, and provide examination staff augmentation for early licensees; (5) SCRC certification - strategic analysis and advisory services including support for OSBC's SCRC certification application; and (6) strategic analysis and advisory support – regulatory benchmarking, market landscape analysis, and stakeholder mapping. The vendor's role will be strictly advisory and technical, with OSBC retaining all regulatory decision-making authority.
