The contractor shall furnish all labor, equipment, vehicles, fuel, and disposal arrangements to collect food waste from households in Delaware and transport it to a permitted composting facility. The contractor will identify and target communities, develop an outreach plan, register customers, provide collection containers (e.g., 5-gallon bucket or 12-gallon cart), provide training on acceptable items, and perform weekly or bi-weekly curbside pickup. The contractor must start collecting no later than July 1, 2027, and collect data for 2 years. Collection activities shall be performed Monday–Friday during normal business hours. The contractor is responsible for cleaning up any spills and ensuring food waste is secure during transportation.
