Local Retail & Grocery - Supplemental

Vendors that have been awarded under 016-24, 016-24A, 016-24B, 016-24C, or 016-24D shall not submit a response to this solicitation. Such vendors are already awarded under the existing contract and will not be considered for additional award under this RFP. PURPOSE In order to comply with federal, state, and local purchasing laws, the Birdville Independent School District (BISD) is soliciting a supplemental proposal for 016-24 Local Retail & Grocery. This contract allows BISD campuses and departments to make purchases on an as-needed basis for a wide range of goods and services in Haltom City, Richland Hills, Hurst, North Richland Hills, and Watauga, and seeks to partner with businesses in these cities and the surrounding DFW metroplex. To be considered for inclusion on BISD’s approved vendor list, companies must respond to this RFP. The District intends to award contracts to multiple vendors using a catalog discount structure. The catalog portion of this contract includes items and services subject to maximum purchasing limits as established by CH (Legal) and BISD Board Policy. CONTRACT TERM AND RENEWALS This solicitation will remain open from July 1, 2026, through June 1, 2027. Proposals will be evaluated on a quarterly basis, with submission deadlines at 2:00 PM on dates specified in the “Activities” tab, aligned with Board meeting approval timelines. The contract will become effective upon Board approval following award notification and will continue through June 30, 2027, with up to two (2) additional one-year renewal terms, not to exceed June 30, 2029. All renewal terms are subject to automatic renewal unless the awarded vendor provides written notice of termination at least forty-five (45) days prior to contract expiration. Vendors must also provide written notice within the same forty-five (45) day period for any requested price or discount adjustments, whether increases or decreases. The District reserves the right to accept or reject any proposed rate changes. If a rate adjustment is rejected, either party may terminate the contract at the end of the current term. PROPOSAL SUBMISSION Late proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
