Fine Arts Contracted Services Supplemental

This is a supplemental proposal to RFP 027-23 Fine Arts Contracted Services. The intent of this proposal is to add additional Contracted Services Providers for the 2026-2027 school year. If you have already been awarded under RFP 027-23, 027-23A, 027-23B or 027-23C, PLEASE DO NOT RESPOND. PURPOSE In order to be in compliance with federal, state and local purchasing laws, the Birdville Independent School District (BISD) is soliciting competitive sealed proposals for Fine Arts Contracted Services. These services are to be provided by personnel who are not on the payroll of the district. Services delivered are by an independent contractor or a contracting firm that offers these services to the public. Such services are paid on a fee basis for specialized services that are usually considered to be temporary or short term in nature, normally in an area that supplements the expertise in the school district. The cost-price analysis for this contract is $183,000.00 based on 2021-22 expenditures (combined total of 027-23, 027-23A, 027-23B and 027-23C. CONTRACT TERM AND RENEWALS This solicitation will remain open from June 26, 2026, through June 1, 2027. Proposals will be evaluated on a quarterly basis, with submission deadlines at 2:00 PM on dates specified in the “Bid Activities” tab, aligned with Board meeting approval timelines. The contract will become effective upon Board approval following award notification and will continue through June 30, 2027, with one (1) additional one-year renewal term, not to exceed June 30, 2028. All renewal terms are subject to automatic renewal unless the awarded vendor provides written notice of termination at least forty-five (45) days prior to contract expiration. Vendors must also provide written notice within the same forty-five (45) day period for any requested price or discount adjustments, whether increases or decreases. The District reserves the right to accept or reject any proposed rate changes. If a rate adjustment is rejected, either party may terminate the contract at the end of the current term. PROPOSAL SUBMISSION Late proposals will not be accepted. No verbal, telephonic, electronic mail or faxed responses will be considered. The preferred method of delivery is through the e-bid system; however, paper responses will be accepted in the Purchasing Department prior to the due date and time.
