Catalog Contract for Educational Contracted Services and Materials

Hallsville ISD is accepting Proposals to provide Educational Contracted Services and Materials in accordance with the instructions, specifications, terms and conditions, contained in this Solicitation. Hallsville ISD is requesting proposals for vendors that can provide Educational Contracted Services and materials upon the request of a campus and/or department. Items may include, but are not limited to the following that align with the District's Educational Mission: Professional/Staff Development Consulting/Training (i.e. Educational leadership training) Instructional software and licenses Presentations/Programs (e.g. Authors) Speakers for School Assembly Programs Materials deemed necessary (from a contracted service provider only) Other services deemed appropriate for this request The District reserves the right to determine if a specialized service is acceptable. If the service is deemed unacceptable, no award will be made to the respondent. If your company is already part a purchasing co-op contract for these products/services, you do not need to respond to this solicitation, unless you would like to update pricing or your company information or that contract is expiring before 8/31/2027. THIS SOLICIATION DOES NOT COVER PROFESSIONAL SERVICES AS DEFINED BY TEXAS EDUCATION CODE SECTION 44.031 (f) AND TEXAS GOVERNMENT CODE SECTION 2254 Evaluation and Award Awards will be made to multiple vendors on an incremental basis during the solicitation offering period. Vendors are encouraged to submit responses as soon as possible. As proposal responses are received or on a periodic basis, they will be opened, evaluated, and either accepted or rejected by the district, based on the criteria outlines within this solicitation. Awards will be made throughout the open period of this solicitation and will be made upon acceptance of a proposal response. Proposers shall meet the following minimum requirements to be considered for evaluation and award: Pricing structure: Website address with online pricing, % discount off published price, quote request, hourly rates, etc. Vendor Information/History: Proposed as applicable to the solicitation: (author visits; professional development, etc.) Payment options Reputation and Quality of Goods/Services The District highly encourages electronic submissions via this online bidding system as it expedites the process and helps to alleviate errors. Paper bids will still be accepted. All bid content must be a in a sealed envelope. Bids must be delivered by the stated close date and time. NO EMAILED OR FAXED bids will be accepted. The District will review proposals upon submission and will inform the responder of their decision shortly after. The District reserves the right to select any offer and may accept multiple offers for the same services. The district reserves the right to determine if a specialized service is acceptable. If the service is deemed unacceptable, no award will be made to the respondent. Hallsville ISD reserves the right to revise and amend the specifications prior to the date set for the receipt of proposals. Respondents are requested to clarify any ambiguity, conflict, discrepancy, omission or other error(s) in the informal RFP in writing. Revisions or amendments, if any, will be made by issuing an addendum. It is the responsibility of each Contractor, prior to submitting the Proposal, to keep apprised of changes made to the bid event via the Hallsville ISD Purchasing bid portal.
