PART 1 – GENERAL INFORMATION
1.1 Introduction:
The District of Columbia Housing Authority (“DCHA”) is dedicated to enhancing the quality of life in the District
of Columbia by providing and effectively managing affordable housing, which is diverse, well maintained, and
aesthetically pleasing for those whose circumstances prevent them from competing in the general marketplace.
Besides operating over 8,300 units with public housing operating subsidy, DCHA also contracts over 14,000
private units through its Housing Choice Voucher Program (“HCVP”). DCHA has embarked on an ambitious
program of development and redevelopment to create economically diverse communities and neighborhoods.
DCHA is one of the most innovative housing authorities in the nation and is actively pursuing non-
governmental sources of financing to promote HCVP homeownership assistance programs, project-based public
housing subsidies, and implement more creative uses of its authority through the United States Department of
Housing and Urban Development (HUD)’s Move to Work (MTW) Demonstration Program.
1.2 Background:
DCHA Office of Executive Director Department (OED) is responsible for steering the organization and managing
its operations. DCHA requires a bid to provide HVAC Preventive Maintenance, Repair Services and Water
Treatment Services at Various DCHA Housing Developments. These efforts are in support of DCHA’s initiatives
to (1) Create opportunities to improve the quality of life for DCHA residents through collaboration and
partnerships; (2) Increase access to quality affordable housing; (3) Provide livable housing to support healthy
and sustainable communities; (4) Foster a collaborative work environment that is outcome driven and meets the
highest expectations of the affordable housing industry; and (5) Effectively communicate DCHA's
accomplishments and advocate for its mission.
1.3 IFB Intent:
The DCHA intends to use this Solicitation to contract with a qualified licensed and insured entity(s) to provide
the above noted services. Your response to the Scope of Work must be complete, as it will become part of any
contractual agreement. We appreciate the investment of time and resources firms are making by participating in
this process. All submitted s shall be evaluated for responsiveness to the requirements of the Invitation to Bid
(“IFB”). Those submissions not in accordance with the IFB shall be deemed non-responsive and eliminated from
further evaluation.
1.4 Agency’s Reservation of Rights:
The DCHA reserves the following rights in association with the IFB process and upon contract award.
1) Right to Reject, Waive, or Terminate the IFB. Reject any or all bids, or terminate the IFB process
at any time, if deemed by the Agency to be in its best interest.
2) Right to Not Award. Not to award a contract pursuant to this IFB.
3) Right to Terminate. Terminate a contract award pursuant to this IFB, at any time for the Agency’s
convenience, upon 10 days written notice to the successful Bidder(s).
4) Right to Determine Time and Location. Determine the days, hours, and locations that the
successful Bidder(s) shall provide the services called for in the IFB.
5) Right to Retain Proposals. Retain all bids submitted and not permit withdrawal for a period of
120 days subsequent to the deadline for receiving proposals.
6) Right to Negotiate. Negotiate the fees proposed by the Bidder(s).

7) Right to Reject Any Bid. Reject and not consider any bid that does not meet the requirements of
this IFB, including but not necessarily limited to, incomplete bids and/or any Contractor biding
alternate or non-request services.
8) No Obligation to Compensate. The DCHA will have no obligation to compensate any Bidder(s) for
any costs incurred in responding to this IFB.
9) Unauthorized Sub-Contracting Prohibited. The successful Bidder(s)/contractor(s) shall not
assign any right, nor delegate any duty for the work proposed pursuant to this IFB (including, but
not limited to, selling or transferring the contract) without the prior written consent of the Agency.
Any purported assignment of interest or delegation of duty, without the prior written consent of the
Agency shall be void and may result in the cancellation of the contract with the Agency or may result
in the full or partial forfeiture of funds paid on the contract, as determined by the Agency.
10) Project Staffing Changes. Managers, other supervisory staff, and accountants may be changed if
those personnel leave the firm, are promoted, or are assigned to another area. These personnel may
also be changed for other reasons. However, in either situation, the Agency retains the right to
approve or reject replacements.

NOTE: DCHA reserves the right, at its sole discretion, to adjust this Schedule of Events as it deems necessary. If necessary, DCHA will
communicate adjustments to any event in the Schedule of Events in the form of an addendum to this IFB. Addenda to this IFB will only be
issued and posted on ’s website at https://www.dchousing.org and Housing Agency Marketplace (e-procurement) Vendor Portal at
https://ha.internationaleprocurement.com/requests.html?company_id=506. Addenda will not be mailed to potential Bidders. It is
the responsibility of the Bidder to monitor DCHA’s website and electronic sourcing tool, Housing Agency Marketplace, for any
addenda issued. Each Bidder must acknowledge all addenda issued so as to ensure that addenda are considered in their proposal response
by completing Addenda Acknowledgement Form. This Form must be submitted with the Bidders response to this Request for Proposals.
Failure to include the Form in the proposal response may subject your Firm to disqualification.

Please note that all bids will be retained by DCHA for audit purposes. DCHA reserves the right to reject any
and/or all bids, or to waive any informality in the bids. Submissions received after the deadline will not be
considered. A Bidder submitting a late submission will be so notified. All material submitted in the bids becomes
the property of DCHA and will not be returned.
1.7 Contract Term:
Contracts awarded from proposals received in answer to this solicitation will be for an initial term of one (1) years
with the option to extend, at the District of Columbia Housing’s sole discretion, for four (4) additional one (1)
year option terms for a potential total maximum term of five (5) years.
1.8 Communications:
In order to maintain a fair and impartial competitive process, DCHA and any outside consultants assisting AH
with this solicitation, shall avoid private communication concerning this procurement with prospective Bidders
during the entire procurement process. From the issue date of this IFB until the final award is announced,
Bidders are not allowed to communicate about this IFB for any reason with any DCHA staff and/or outside
consultants assisting DCHA with this solicitation except:
(1) through the IFB Point of Contact named below;
(2) as otherwise specified in this IFB; and / or
(3) as provided by existing work agreement(s) (if any)
Prohibited communication includes all contact, including but not limited to, telephonic communications, emails,
faxes, letters, or personal meetings, such as lunch, entertainment, or otherwise. DCHA reserves the right to
reject the quote of any Bidder violating this provision.

will receive requests for additional information and/or clarification relative to this solicitation no later
than _February 16, 2026, on or before _12:00 noon_.
B. Responses to these questions will be addressed in writing via the DCHA’s electronic procurement
system. DCHA will not respond to questions and/or requests for information after the date stated above
or received via e-mail or any other means.
C. It is the responsibility of the Bidder to monitor DCHA’s website and the E-Procurement Vendor
Portal for any addenda issued. All Bidders are encouraged to frequently check DCHA’s website/portal
for additional information.
All requests for information or clarification pertaining to this solicitation must be addressed in writing.

PART 2 – SCOPE OF WORK
1.1 DESCRIPTION OF SERVICES
1.1.1
The work shall consist of the performance of Preventive Maintenance and Repair Services of HVAC Systems and
Water Treatment at various DCHA public housing developments. Services include, but are not limited to, the
performance of cleaning, restoration and de-contamination, inspection, testing, Preventive Maintenance, repair
service, emergency and non-emergency repair, and water treatment and building automation system controls. All
HVAC and services performed under this contract shall comply with the most current approved edition of the
National Fire Alarm Code (NFPA) including all appendix chapters, ASHRAE (American Standards of Heating
Refrigeration and Air-Conditioning Engineers), ASME (American Society of Mechanical Engineers) standards, and
act in accordance with District and Federal codes. The scope of services shall also comply with the prescriptive
maintenance plan as detailed in the 2021 O&M Plan. The Contractor shall clean, provide scheduled maintenance
and repairs to every component part of the HVAC and System; whichever the case may be to provide continual
operations of refrigeration, heating, ventilation, air conditioner, boiler, chiller, and water systems and water
treatment systems and building

date due to continuous alterations/replacement of the equipment. The list provides the major equipment (such
as the boilers, Domestic Hot Water Heaters, Chillers and Cooling Tower) Manufacturer/Model Number only.
1.1.2 Description and locations of systems are meant to be representative of the major equipment and systems
at each building, but in no way should be interpreted as a complete list of each building system.
Equipment not listed, but requiring servicing under the service and maintenance schedules is also to be
considered a part of the contract. It will be the Contractor's responsibility to survey each building and
compile a list of all equipment required under the Service and Maintenance Schedules. The Contractor
shall provide a copy of the building survey to DCHA within sixty (60) days of contract award
Technical Specifications
1.2.1 The Contractor shall schedule and perform under the contract as outlined in the DCHA Building
Requirements and consistent with DCHA to cause minimum inconvenience to tenants affected by the
work.
1.2.2 The Contractor shall provide services at the properties owned and/or operated by DCHA which includes
Senior High Rise, Mid-rise, and Family properties.
1.2.3 The Contractor shall provide all supervision, labor, tools, equipment, and materials necessary to inspect,
adjust, replace or repair, in strict accordance with the items hereinafter specified:
a. Heating

d. Chillers (Air Cooled, Water Cooled and Magnetic Bearing)

1.2.4 The Contractor shall perform all system inspections, testing and balancing in accordance with the most
current approved IMC International Mechanical Code, IMC National Fuel Gas Code, the SMACNA Sheet
Metal Air Conditioning Contractors National Association standards, and all applicable District of
Columbia and National Codes.
1.2.5 The Contractor shall perform all services, maintenance and repairs by fully qualified manufacturer-
trained technicians. The Contractor shall maintain at all times a sufficient number of technicians to
service the contract adequately. Evidence suggesting lack of knowledge or training by technician(s) shall
be deemed a contract default and may result in contract termination. The Contractor shall submit a list of
all service personnel and their qualifications that will perform work under the contract
1.2.6 The Contractor is required to monitor equipment warranties and provide DCHA a minimum 90-day
notification of equipment or service expiration. Contractor shall make every attempt to use
environmentally safe and energy efficient equipment, products, and materials. Replacement parts and
equipment shall meet DCHA's energy program standards.
1.2.7 The Contractor shall provide and maintain insurance coverage for all materials and portions of work
stored in an off-site, bonded warehouse, after written approval of DCHA, at the value established in the
approval, and for the portions of the work in transit for the term of the contract.
1.2.8 Contractor shall be required to make renewal, repair, replacement, or perform any work necessitated by
reason of deliberate vandalism of the equipment by others or other causes beyond the Contractor's
control, when directed by DCHA, in writing. Contractor reimbursement for such work shall be in
accordance with the established hourly rates and presented in the Unit Price Schedule.
1.2.9 All defects or damages caused by normal wear and tear shall be contract responsible items.
1.2.10 The Contractor shall be fully responsible and pay for any damages such as freezing pipes, flooding, etc.,
resulting from Contractor's actions or negligence.
1.2.11 In the event repair parts are unavailable due to obsolescence, the Contractor shall exercise reasonable
efforts to obtain replacement parts. In the event replacement parts are unobtainable, Contractor shall
submit a written proposal to DCHA outlining an alternative solution or parts to repair the equipment, if
possible.
1.2.12 The Contractor shall inform and coordinate all System Shutdowns with the COTR and Property Manager.
Contractors shall maintain consistent communication with DCHA to convey the status and specify shut
down reason(s), parts on order, major repairs, etc. For Shutdowns that will last more than twenty-four
(24) hours in duration, Contractor shall carefully schedule all non-emergency shut downs of HVAC
Systems with the Property Manager and COTR. In addition, the affected portion of the system shall be
tested to ensure that full operation has been restored.
1.2.13 The Contractor shall notify the COTR immediately of the necessity to drain any part of the systems
serviced under the contract.
1.2.14 All work required herein shall be performed as promptly as possible, and within the response time set
forth herein. Such work shall be subject to approval and acceptance by DCHA; however, such approval
and acceptance shall not relieve Contractor from the obligation to correct any incomplete, inaccurate or
defective work, all of which shall be promptly remedied by the Contractor on demand and without cost to
DCHA.

1.2.15 Each Contractor employee shall sign in when entering the building, state the purpose of the visit, (for
example, scheduled maintenance, service call, or repairs), and sign out when leaving the building.
Supervisory employees shall indicate their titles adjacent to their signatures. The COTR will designate the
location of the log and type of form used.
1.2.16 Services that are not listed in the Contractor's Proposal will be set forth as individual work orders. Such
services shall be forwarded to the COTR in the form of a Proposal with a detailed scope of work and cost
of services. Service Proposals shall be negotiated with the contractor, and services shall be performed
only after the Scope of Work and Cost of Services have been agreed upon by DCHA's Contracting Officer
and or COTR.
1.2.17 The premises used by the Contractor for the work shall be kept clean and in a neat condition at all times.
Any and all debris shall be removed and disposed of, off the site, by the Contractor. The Contractor shall
leave areas where he performs work neat, clean, orderly, and free of excess debris and materials
generated by these operations.
1.2.18 The Contractor shall perform all work at the site on a continuous basis with minimum interruption to the
system (as much as practicable). The Contractor shall provide twenty-four (24) hour notice prior to and
coordinate with the Property Manager and COTR all System Shutdowns.
1.2.19 DCHA will provide information concerning the heating and air conditioning systems pertinent to this
contract. Model number and capacity sizes are subject to change due to the replacement or upgrade of
the equipment.
1.2.20 The Contractor understands and agrees that DCHA reserves the right to add, delete, or otherwise make
reasonable changes to provisions of the contract as conditions change, with a 30-day written notice.
Preventive Maintenance
1.3.1 The HVAC Systems Preventive Maintenance at various DCHA Properties shall be performed by the
Contractor to ensure that HVAC systems and Water Treatment remain operable at all times, except while
being tested or repaired.
1.3.2 Preventive Maintenance Services shall be performed Monday through Friday between the hours of 8:15
A.M. and 4:45 P.M. Services shall include, but are not limited to, the inspection, testing, preventive
maintenance, seasonal start-up and shut down services, annual service, and Water Treatment of a variety
of HVAC equipment and components.
1.3.3 The Contractor shall develop and submit an Annual Preventive Maintenance Program Schedule to include
PM Code, service intervals (day and dates) with a service checklist for each PM Code based upon all
components and consistent with the DCHA HVAC Systems and Water Treatment Preventive Maintenance
Building Requirements and the Water Treatment Operation and Instruction Guide.
1.3.4 The Contractor shall perform all work items prescribed herewith as the Preventive Maintenance Scope of
Work for a period of three (3) years, at the service intervals indicated.
1.3.5 In addition to the aforementioned maintenance, the Contractor shall inform DCHA of any required
additional maintenance or unscheduled work that is part of the equipment manufacturer's standard
recommendations and perform such work.

1.3.6 The Contractor shall prepare and submit monthly Preventive Maintenance Schedules describing the
preventive maintenance activities planned for the ensuing month. The report shall list the PM Code, Dates,
Preventive Maintenance to be performed by location and address, and the equipment serviced. The
purpose of the schedule is to permit DCHA Mechanical Operations Division and/or Property Management
personnel to observe the work in progress if so desired.
1.3.7 The Contractor shall provide monthly Maintenance Schedules based upon the approved Annual Preventive
Maintenance Schedule and update the Maintenance Schedules upon completed Preventive Maintenance.
1.3.8 The Contractor shall submit Monthly and Annual Preventive Maintenance Schedules in written and
electronic format to facilitate Contractor and COTR review and revision(s). [Microsoft Project, Excel, or
fillable PDF files are acceptable and preferred.]
1.3.9 The Contractor shall submit Monthly Preventive Maintenance Schedules to the COTR by the first Friday of
the month prior to service. The COTR shall review and approve prior to performance of the scheduled
Preventive Maintenance.
1.3.10 Chiller Disinfectant Cleaning
This Scope of Work defines the requirements for the disinfectant cleaning of chiller systems located at DCHA-
operated facilities. The objective is to ensure that all chiller components, including evaporator and condenser
water circuits, are cleaned and disinfected in compliance with industry standards to eliminate biofouling,
bacterial growth (including Legionella), scale, and other contaminants that may affect system efficiency, safety,
and indoor air quality.
Services to Be Performed:
• The contractor shall provide all labor, supervision, tools, equipment, personal protective equipment
(PPE), and cleaning/disinfectant materials necessary to complete the following tasks:
• Pre-Cleaning Inspection
Visually inspect chiller and associated water circuits (evaporator and condenser side) for biofilm,
corrosion, scale, and debris.
• Document water quality parameters (pH, conductivity, microbiological levels)
• Notify DCHA of any conditions that may affect cleaning or require additional corrective actions.
System Isolation and Preparation
• Coordinate with the Property Manager and COTR to schedule and isolate the chiller for cleaning.
• Lockout/tagout electrical and mechanical systems as per safety protocols.
• Drain and flush the chiller water circuits prior to applying cleaning chemicals.
Chemical Cleaning and Disinfection
• Apply a manufacturer-approved, non-corrosive biocidal disinfectant solution formulated for HVAC
water systems.
• Circulate the disinfectant solution through the chiller system (minimum 6 hours or as recommended by
the product manufacturer).
• Ensure cleaning reaches all areas including tubes, heat exchangers, and reservoir tanks.
• Monitor pH and chemical concentration throughout the process.

Rinse and Neutralization
• Thoroughly flush the system with clean water to remove all residues of disinfectant and loosened debris.
• Apply a neutralizing agent if required to return water to acceptable pH levels before system startup.
• Dispose of all wastewater and cleaning fluids in compliance with federal, state, and District of Columbia
environmental regulations.
Post-Cleaning Verification
• Re-inspect system for cleanliness.
• Collect and analyze water samples to confirm bacterial counts are within acceptable limits (e.g., <10
CFU/mL Legionella).
• Submit cleaning report, including:
o Pre- and post-cleaning water test results
o Description of chemicals used
o Date/time of cleaning
o Observations and recommendations
Performance Standards and Compliance
All work must be conducted in accordance with:
o ASHRAE Guideline 12-2020: Minimizing the Risk of Legionellosis Associated with Building
Water Systems
o OSHA 1910.1200: Hazard Communication Standard
o EPA and CDC guidelines for HVAC system sanitation
• Contractors must wear appropriate PPE and follow DCHA safety policies.
• Chemicals used must be EPA-registered and compatible with chiller system components.
Schedule and Coordination
• Cleaning services shall be performed during the off-peak season (spring/fall) or during a scheduled
system outage.
• A minimum 72-hour notice must be provided to DCHA before system shutdowns.
• Emergency chiller cleanings may be requested and performed upon written approval by DCHA.
Deliverables
Chiller Disinfection Report, including:
o Inspection findings

1.4 SERVICE CALL REQUIREMENTS
1.4.1 General Service Call Requirements
• Service calls—including shutdowns, correction of deficiencies, callbacks, and both scheduled and
unscheduled repair items—shall be performed Monday through Friday between 8:15 A.M. and 4:45
P.M., as requested by the Contracting Officer’s Technical Representative (COTR). A list of authorized

representatives will be provided to the Contractor.
a. Classification of Service Calls
Service calls for repair shall be classified as either:
• Critical: Affects building occupancy or essential operations.
• Non-Critical: Minor issues that do not impact immediate use or function.
Classification will be determined by the Ordering Official or the Authority Having Jurisdiction (AHJ).
b. Response Time – Non-Critical Service Calls
The Contractor shall respond to Non-Critical Service Calls within four (4) hours to repair,
replace, or correct HVAC system and/or equipment malfunctions.
c. Response Time – Critical/Emergency Service Calls
The Contractor shall respond to Critical or Emergency Service Calls within two (2) hours. These
are defined as situations that affect:
• The continued occupancy of a building, or
• Vital operations within a building.
d. Maintenance Service Calls
These are related to the routine maintenance of HVAC systems and are non-reimbursable under
this full-maintenance contract.
e. Reporting of Deficiencies
The Contractor shall report all deficiencies. A deficiency is defined as any component or device
that cannot be calibrated, tested, or serviced in accordance with the preventive maintenance
schedule or the manufacturer’s recommendations
f. Minor Repairs under $500
The Contractor shall correct, at its own expense, all minor malfunctions of HVAC systems
costing less than $500 per device as part of the routine preventive maintenance program.
• Repairs exceeding $500 per device must follow the Scheduled and Unscheduled Work procedures.
• Once all listed deficiencies are corrected, the Contractor shall sign and date the inspection report and
return it to the COTR.
• DCHA may re-inspect the work at its discretion.
g. Approval for Repairs Over $500
The Contractor must obtain prior approval from the DCHA Contracting Officer or COTR for
all repairs that exceed $500 per device.
h. Service Callbacks (Non-Emergency)
The Contractor shall respond to callbacks within 48 hours to address unresolved or recurring
issues from a previous service call. Labor shall be provided at the Contractor’s expense, except
for the cost of new parts.
i. Breach of Contract
Failure to meet the required response times for any service call classification will be considered a
breach of contract.
1.4.2 After-Hours and Premium Service Requirements
The Contractor shall provide HVAC service response 24 hours a day, 7 days a week, including
holidays, at premium rates during the following hours:

• Monday through Friday: 4:45 P.M. to 8:15 A.M.
• Saturday and Sunday: 24-hour availability
• All Holidays: 24-hour availability
a. Emergency Callbacks (After-Hours)
The Contractor shall respond to emergency callbacks within 24 hours for critical HVAC system
malfunctions previously reported. Labor for such follow-up services shall be provided at the
Contractor’s expense, excluding the cost of parts, as part of the original emergency service call.
1.5 SCHEDULED AND UNSCHEDULED WORK ITEMS
1.5.1 Definition
Repairs are defined as unscheduled work required to repair or modify HVAC systems and water treatment
equipment.
1.5.2 Scope
The Contractor shall perform all repairs, both scheduled and unscheduled, to HVAC Systems and Water
Treatment systems covered under this contract.
1.5.3 Parts and Material Standards
• Replacement parts must be delivered and installed within 24 hours, unless an extension is approved in
writing by the COTR.
• The Contractor shall maintain a stock of common replacement items at all times.
• All replacement items must:
o Match the style, size, and appearance of existing components.
o Be new, not refurbished or used.
o Comply with all District of Columbia building codes.
1.5.4 Unit Price Schedules
Unit Price Schedules shall cover the cost of labor, materials, tools, and equipment for repairs up to $2,000.00 per
single repair. These schedules must itemize:
• Units
• Component parts
• Labor hours
• Material descriptions
1.5.5 Cost Proposals for Larger Repairs
For any single repair estimated to exceed $2,000.00, the Contractor shall:
• Prepare and submit a detailed cost proposal.
• Include all necessary materials, labor, equipment, and other relevant information.
1.5.6 Proposal Approval
The Contractor may begin work only after written approval of the cost proposal by the DCHA Contracting Officer
or COTR.

1.5.7 Competitive Solicitation Option
For repairs where the total estimated cost exceeds $2,000.00, DCHA reserves the right to:
• Solicit proposals from multiple vendors to ensure best value and competitive pricing.
1.6 EMERGENCY SERVICE
1.6.1 Definition
Emergency service includes any situation that:
• Poses a threat of injury to persons or damage to property, or
• Could cause further equipment damage or create unsafe conditions for residents if not corrected
immediately.
1.6.2 Availability
The Contractor shall provide emergency HVAC service 24 hours a day, 7 days a week, including weekends and
holidays.
1.6.3 Emergency Response Time
The Contractor shall respond to emergency calls within two (2) hours of notification.
1.6.4 Minor Malfunctions
A minor malfunction is defined as:
• A repair that can be completed with $500.00 or less in parts, labor, and equipment per item, per
occurrence.
• Such malfunctions must be corrected immediately.
1.6.5 Major Malfunctions
A major malfunction is defined as:
• A repair that requires more than $500.00 in parts, labor, and equipment per item, per occurrence.
• The Contractor must immediately report such malfunctions to the COTR and await further instruction.
1.6.6 Emergency Call Cost Policy
Emergency service calls shall be provided at no additional cost to DCHA, except under the following conditions:
• Malfunctions previously reported to DCHA
• Missing or inoperable items noted at contract award
• Major malfunctions previously corrected
• Inability to access equipment due to circumstances beyond the Contractor’s control
1.6.7 Emergency Contact Availability
The Contractor shall provide and maintain 24-hour emergency telephone access to responsible service personnel
for the duration of the contract.

1.6.8 Emergency Service Callbacks
For critical systems previously reported and not properly restored:
• Emergency callbacks must be responded to within 24 hours
• Labor for callbacks shall be at the Contractor’s expense, excluding the cost of replacement parts
1.7 INSPECTION & ACCEPTANCE
1.7.1 Permits and Regulatory Compliance
The Contractor shall procure and pay for all inspections, permits, and licenses necessary to perform the
work defined in this contract. All regulatory approvals must be secured prior to system operation.
1.7.2 DCRA Inspections
• The Contractor shall coordinate directly with the District of Columbia Department of Consumer and
Regulatory Affairs (DCRA) to request and schedule required inspections in accordance with local
building codes.
• The Contractor is responsible for ensuring that all required inspections are completed and approved
by DCRA at least thirty (30) calendar days before any seasonal equipment start-up.
• If DCRA approval is not secured within this period, the Contractor shall be responsible for providing
temporary heating or cooling at no additional cost to DCHA to maintain resident safety and comfort.
1.7.3 DCHA and Third-Party Oversight
• DCHA reserves the right to conduct inspections or tests at any time to verify compliance with
contract performance requirements, applicable codes, and the manufacturer’s specifications.
• In addition, DCHA may, at its discretion, engage a third-party independent inspection service to:
o Audit preventive maintenance, repairs, or major system replacements
o Confirm code compliance, operational reliability, and quality of workmanship
o Verify accuracy of Contractor-reported inspection findings or completion reports
• The Contractor shall fully cooperate with third-party inspectors, provide access to work sites and
documentation, and address any deficiencies noted in third-party reports promptly and at no additional
cost to DCHA.
1.7.4 Material and Workmanship Standards
• All work performed and materials furnished by the Contractor shall be subject to inspection and testing
by DCHA, DCRA, and any third-party inspector designated by DCHA.
• Nonconforming work or materials shall be rejected and must be corrected or replaced at the
Contractor’s expense without delay.
1.7.5 Inspection Reporting Requirements
The Contractor shall submit written inspection reports to the COTR within five (5) business days following
each inspection. Reports must include:

• Date of inspection
• Property and equipment inspected
• Findings and results
• Corrective actions taken (if applicable)
• Inspector’s name and credentials
• Certification of compliance
Reports must be submitted in a format approved by DCHA (e.g., Microsoft Word, Excel, or fillable PDF).
1.7.6 Combustion Testing
• The Contractor shall conduct combustion testing a minimum of three (3) times per heating season
(October, December, and February).
• Additional testing may be required at the request of DCRA, DCHA, or a third-party inspector.
1.7.7 Annual Boiler Room Inspection
The Contractor shall perform an annual inspection of the boiler room during the heating season. This
inspection shall cover:
• Operational status of all components
• Code compliance and system safety
• Cleanliness and physical condition
• Labeling, documentation, and emergency procedures
DCHA and its designated third-party inspector may jointly participate or audit these inspections.
1.8 DELIVERABLES
1.8.1 Service and Maintenance Reports
The Contractor shall utilize the DCHA Service and Maintenance Report (Form 1000) for each service call and shall
clearly indicate the nature of the work performed in accordance with the guidelines stated in the section: Special
Conditions.
1.8.2 HVAC Permits
The Contractor shall renew HVAC permits, as necessary, prior to expiration. The Contractor shall pay all fees
associated with the permit renewal and perform all required testing, adjustments, and repairs as mandated by
the District of Columbia for permit issuance.
1.8.3 Manufacturer's Price Listing
Before any work begins, the Contractor shall provide three (3) copies of manufacturer’s price listings or catalog
and/or company pricing for stock materials, equipment, and parts, inclusive of mark-up, to be used under this
contract. Acceptable examples include United Refrigeration, Inc., W.W. Grainger, and R.E. Michel Co. Failure to
submit this may delay payment.
1.8.4 Notifications to Property Manager and COTR
Prior to beginning any site work, the Contractor must notify the respective Property Manager and DCHA COTR.

1.8.5 Material Safety Data Sheets (MSDS)
Contractor shall provide current MSDS for all hazardous materials used onsite. Copies must be delivered to both
the COTR and Property Manager.
1.8.6 Monthly Service Records
The Contractor shall submit monthly service records to DCHA, including reports for repairs, service calls, and
inspections. Reports must identify the cause of the issue and the resolution. Submission is a condition of
payment.
1.8.7 Annual Detailed Condition Report
Within 30 days of contract award—and annually by October 1 thereafter—the Contractor shall submit a detailed
written report listing: property name, equipment condition, required repairs or replacements, and estimated
costs. This report will inform DCHA’s planning decisions.
1.8.8 60-Day System Assessment
Within 60 days of contract execution, the Contractor shall submit an updated inventory of all HVAC equipment,
including model numbers, serial numbers, and condition. The assessment shall also include recommendations for
