The purpose of this RFP is to solicit responses from qualified Offerors to conduct site- wide operations and maintenance at the North Clear Creek Water Treatment Plant. The Offeror shall implement site wide operations and maintenance activities across the entire site including reclaimed features, existing in-tunnel water treatment systems, and planned external passive systems. In addition to day-to-day operation of the facility, the Offeror shall assist with procurement and implementation of the listed projects prior to the O&M transition. The Contractor will operate and maintain the NCCWTP, which treats acid mine drainage using a high-density sludge lime neutralization process at up to 600 gallons per minute. Duties include day-to-day facility operations, preventative and corrective maintenance, chemical procurement and handling, effluent/influent sampling and monitoring per discharge permit requirements, preparation of operations plans (OMMP, HSP, SAP/QAPP, EAP), monthly and annual reporting, emergency response, and staffing with qualified personnel including a certified lead operator, health and safety officer, and QA/QC officer. The Contractor will also assist CDPHE with procurement and implementation of optimization projects identified for the facility prior to its transition from Long-Term Remedial Action to Operations & Maintenance in March 2028.
