Contracts will be in the form of hourly rates for required functions. DOER will assign municipalities to individual Contractors on an "as needed" basis. DOER does not guarantee a volume of service to any Contractors.
Multiple contractors may be chosen to contract with DOER to provide technical assistance to municipalities on an as-needed basis. Contracts will be in the form of hourly rates. Contractors will assist municipalities in developing a Climate Leader Municipal Decarbonization Roadmap consistent with CLC Roadmap Guidance. The roadmap shall establish a greenhouse gas emissions baseline and develop a pathway to eliminate on-site fossil fuel use by municipal operations by 2050 using a 'Zero Over Time' approach. Contractors may provide two levels of service: Task 1 (desktop analysis using MassEnergyInsight data and other materials) and Task 2 (desktop analysis plus facility walk-throughs and condition assessments). Contractors will also address municipal and applicable school vehicle fleets. Upon receipt of an assignment, the contractor shall schedule an initial meeting within 30 business days and complete the roadmap within 90 days of that meeting.
