The Town of Cumberland, on behalf of Prince Memorial Library, seeks a qualified architecture firm, or architecture-led team with engineering subconsultants, to conduct a comprehensive building assessment of the Prince Memorial Library. The assessment shall document the existing condition of the building and its systems, identify code and accessibility deficiencies, evaluate energy performance, and provide prioritized recommendations with cost estimates. The resulting report will be presented to the Library Advisory Board and the Cumberland Town Council and will serve as the foundation for the Town's capital planning and for any future facility improvement, renovation, or expansion planning.
Please see attached document for full details.
The selected firm shall lead and coordinate all disciplines required to deliver the assessment through in-house resources or subconsultants. The assessment shall be based on review of available documentation and visual, non-destructive field observation. Work includes: review of existing documentation, plan sets, utility billing history, and maintenance records; one or more site visits including staff walkthrough; assessment of building code compliance and life-safety systems; assessment of accessibility and ADA compliance; assessment of building shell and envelope (roof, exterior walls, masonry, windows, doors, sealants); assessment of interiors (finishes, layout, condition); assessment of structural systems; assessment of mechanical (HVAC), plumbing, electrical, and fire protection systems with equipment condition and estimated service life; assessment of site and civil conditions (drainage, walkways, parking); evaluation of energy performance and efficiency upgrade opportunities; provision of prioritized recommendations organized by priority tier (Critical, 1-5 years, 5-10 years, 10-20 years, annual maintenance); itemized cost estimates organized by priority tier with basis stated (year of dollars, escalation assumptions, contingency); delivery of final written report as draft for Town review and comment, then final report incorporating comments (one electronic PDF, one printed copy, one itemized cost spreadsheet in native editable format); and presentation of final report at one meeting of the Library Advisory Board and/or Town Council. Excluded from scope are hazardous materials evaluation, destructive testing or material removal, and concept or schematic design.
