Bid opening: November 4, 2026 at 2:00 PM (Chicago) — Port of Bay City Authority Office, 1305 Seventh St., Bay City, TX 77414 — The Port of Bay City Authority (POBCA) will receive bids for a POBCA funded project for Deck Replacement & Ramp Improvements at the Matagorda Harbor, TX until 2:00 PM on Wednesday, November 4, 2026 at the Port of Bay City Authority Office, 1305 Seventh St., Bay City, TX 77414. The bids will be publicly opened and read aloud at the same time and location.

The successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sexual orientation, gender identity, or national origin. The POBCA encourages bids from small, minority, and women-owned businesses (HUBs). Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in the amount of five percent (5%) of the total maximum bid price payable without recourse to the Port of Bay City Port Authority, or a bid bond in the same amount from a reliable surety company, guaranteeing that the Bidder will enter into a contract and execute any required performance or payment bonds in fifteen (15) business days after notice of award. More information about bonds is found in the bid package. Bids must remain in effect for 30 days after the bid opening date. The POBCA may award the contract to the lowest responsible bidder or reject any or all bids for the project. The POBCA reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the POBCA, and reject non-conforming, non-responsive, or conditional bids.
