Greater Northside Management District (GNMD) requests Statements of Qualifications from qualified engineering firms or teams for preliminary and final engineering and design services for its portion of the Greater Northside and International Districts Safe Streets Project, funded in part through the FHWA Safe Streets and Roads for All (SS4A) program.
The scope includes completion of preliminary engineering and the Design Concept Report (DCR) process, NEPA environmental review documentation and coordination, and final plans, specifications, and estimates for safety improvements along Airline Drive, Tidwell Road, and Jensen Drive. Work includes intersection and signal improvements, sidewalks and pedestrian facilities, median improvements, utility coordination, drainage and related design as described in the RFQ. Standby Construction Engineering and Inspection (CE&I) and Construction Materials Testing (CMT) services may be authorized through separate written task orders under the professional services contract.
This solicitation is being conducted concurrently with, but separately from, IMD108, issued by International Management District for its portion of the project. Respondents may submit on one or both solicitations and must submit separately to each listing for which they seek consideration.

Contract award is tentatively anticipated in November 2026. Notice to proceed will follow grant agreement execution and contract award. Standby construction-phase services will require separate written task orders. The House Bill 89 / Chapter 2271 verification is not required with the SOQ; initial the certification checklist to acknowledge the requirement. The selected Respondent must provide the notarized verification before contract execution if applicable, as stated in the RFQ.
