4.1.1. Building Commissioning Services Commissioning services may include both basic and enhanced commissioning to meet LEED or other sustainability requirements. Responsibilities typically may include, but are not limited to:
ON-CALL COMMISSIONING, SUSTAINABLE AND TESTING AND BALANCING SERVICES RFQ: 26-111 Page 5 4.1.1a. Design and field reviews for compliance with the City’s Project Requirements and Basis of Design.
4.1.1b. Development of commissioning plans, specifications, checklists, and functional performance tests.
4.1.1c. Review of building system submittals, pre-startup observations, participation in coordination meetings, and execution of functional performance testing.
4.1.1d. Performance of integrated systems testing.
4.1.1e. Tracking and resolution of non-conformance issues identified during commissioning.
4.1.1f. Training of operations staff on commissioned systems.
4.1.1g. Preparation of systems manuals and final commissioning reports.
4.1.1h. Conducting warranty-phase follow-ups.
4.1.1i. Performing post-construction performance measurement and verification.
4.1.2. Building Sustainability Certification Services Sustainability services shall support current and future certification programs (including, but not limited to, LEED, WELL, Green Globes, and ENERGY STAR). Responsibilities may include, but are not limited to:
4.1.2a. Preparation of documentation required for fundamental and enhanced commissioning credits in LEED or equivalent certification programs.
4.1.2b. Coordination with design teams, contractors, and third-party reviewers to ensure certification prerequisites and credits are properly documented.
4.1.2c. Participation in sustainability and certification-related coordination meetings with the project team, utility providers, and certifying authorities.
4.1.2d. Development and submittal of required forms, narratives, and supporting documentation to the certifying authority.
4.1.2e. Support preparation of sustainability-related reports and documentation required by the City or certifying authorities, including energy models, incentive applications, or equivalent.
4.1.3. Testing and Balancing (TAB) Services Testing and balancing services may include verification and adjustment of HVAC and related systems to ensure design intent and operational performance. Responsibilities may include, but are not limited to:
4.1.3a. Air and hydronic system balancing, including measurement and adjustment of system flows.
4.1.3b. Verification of equipment and system operation in accordance with design documents and manufacturer requirements.
4.1.3c. Preparation of certified TAB reports documenting system performance, deficiencies, and corrective actions.
4.1.3d. Seasonal testing and adjustments, as required, to confirm continued compliance with design intent.
4.1.3e. Conduct system performance trending and verification to support post-construction measurement and verification.
4.1.4. General Vendor Expectations 4.1.4a. Submit individual task proposals, as directed by the City, that identify the scope of work to be performed.
4.1.4b. Provide fees for services through individual task proposals as negotiated with City staff.
4.1.4c. Performing services defined by task orders, as negotiated and executed in accordance with the Consultant’s Professional Services Agreement.
4.1.4d. Requirements for each task order shall be detailed in the individual work order assigned. In the event additional services are required, the scope of services and any additional fees related to these services will be agreed upon by City and the selected consultant/team in advance of these services being performed.
4.1.4e. Submit invoices through the City’s project management system in accordance with compensation terms established by each task order and the Consultant’s Professional Services Agreement.
4.1.5. Data Management 4.1.5a. Respondents shall comply with all applicable City data governance, data security, confidentiality, records, and technology-use requirements, including COSA Administrative Directive 7.12 Data Governance and Administrative Directive 7.3a Data Security, as applicable to the services performed. Consultant shall protect any City data, facility information, reports, drawings, system data, or other information received, generated, stored, transmitted, or maintained during the performance of services.
