On behalf of the California State Water Resources Control Board (SWRCB), the California Department of Technology seeks proposals from qualified bidders to provide a cloud-based SaaS solution for the Water Technical Access Portal (WaterTAP). These services will include development, design, and implementation of the WaterTAP solution, software licensing and maintenance, and optional post-implementation services. The WaterTAP solution will replace legacy systems with a configurable, cloud-based Software as a Service (SaaS) solution that will be an enterprise-level data system which aims to minimize customization and: * Address current and future information and business needs, * Maintain an overarching architecture to connect existing foundational data systems, * Integrate new data systems from disparate spreadsheets to databases currently used, into a single, cohesive system, * Streamline information access for internal staff and external stakeholders, * Supports data and document submissions, workflow routing, and compliance decision support The WaterTAP cloud-based SaaS solution will enable SWRCB to be more agile in responding to new legislation and to support California's environmental requirements. It will also create a streamlined user experience, increase efficiency, and create a single system of record for all drinking water reporting. Finally, the WaterTAP cloud-based SaaS solution will also improve access to data for more robust and complete reporting.

Most California work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what a GC or agency asks to see before they take your bid seriously.
