The vendor shall provide freight and commodity flow data for all 102 counties in Illinois, including modes of truck, rail, air, water, and pipeline. The data must include base year data for 2023 (or more recent), county-level, 4-digit STCC and 4-digit SCTG classifications. Forecast years 2040 and 2055 are required, with base case, low growth, and high growth scenarios. The dataset shall be delivered as a Microsoft Access Database (or compatible format). The data will be used to expand and enhance analysis for the Illinois State Freight Plan, including developing a freight plan for each of the nine IDOT districts and county freight profiles for all 102 counties.
