This solicitation is issued by the Illinois Department of Innovation and Technology (DoIT) on behalf of Illinois Capital Development Board (CDB) in cooperation and agreement with the Chief Procurement Officer for General Services. The purpose of this solicitation is to establish a contract that enables CDB a to contract with a qualified Vendor for the replacement of the current eBuilder and CDB Main systems that support construction operations at CDB.
Pre-Bid Conference: There will be a Non-Mandatory Pre-Bid Conference held via Webex, September 16, 2026 at 10:00 AM Central Time. Refer to RFP document, Section C.7 for Pre-bid conference information
The selected vendor must provide a cloud-based solution that supports the full lifecycle of construction project management from a governance oversight perspective, including budgeting and planning, contract management (eProcurement, supplier management, supplier diversity, complete contract lifecycle), financial management (project accounting, fund management, accounts payable/receivable, integration with SAP), program and project management (scoping, execution, performance monitoring, closeout), and asset management (building inventory, equipment, facilities). The solution must integrate seamlessly with the State's SAP ERP platform, DocuWare, Illinois Procurement Gateway, and other State systems. The vendor must also provide implementation services including project management, requirements validation, solution design/configuration, data conversion from legacy systems (CDB Main and Trimble Unity Construct), multi-vendor integration, testing, end-user training, solution hosting, cutover/deployment/hypercare, maintenance and operations, and knowledge transfer.
