The Consultant shall provide comprehensive Program Management Office (PMO) and Technical/Administrative Services to support the delivery of the Tollway's capital programs. Services include program governance and strategic alignment; overall program management including procurement support, coordination with the Consulting Engineer, risk and resiliency management, program reporting, contract claims administration, errors and omissions review, and stakeholder engagement; comprehensive program controls including master scheduling, budgeting, cost estimating, change management, and forecasting; design and construction management; land acquisition support; intergovernmental agreement support; staff supplementation; program development; diversity program support (DBE, EEO, SBI, Construction Works, Veteran participation, Technical Assistance); fiber optic and utility coordination; Intelligent Transportation System (ITS) deployment; administrative assistance; technology coordination; business systems coordination; web-based program management oversight; document control management; communications and outreach coordination; data analytics and reporting; training and knowledge transfer; and innovation and organizational development. The Consultant may also be responsible for off-site facility costs. Key deliverables include a Governance Plan, Annual Work Plan, Master Program Schedule, Risk Register, Change Management Log, KPI dashboards, procurement quality assurance checklists, training materials, program closeout handbook, document control logs, innovation tracking log, knowledge repository index, and a transition and continuity plan.
