The Illinois Department of Insurance ("IDOI", "Agency") seeks a qualified third-party vendor to provide full-service communications, advertising, media planning, and media buying services to support a statewide outreach campaign related to mental health parity laws, consumer rights, and IDOI's role in protecting those rights.
The Vendor shall perform services necessary to support the MHPAEA Outreach Project, including audience research and segmentation, development of plain-language messaging, creative development and production of accessible outreach materials, distribution and transportation of print materials, media planning and placement across paid, owned, and earned channels, translation and language access services, and performance monitoring, reporting, and post-campaign evaluation. The Vendor will develop and implement a statewide strategy that reaches diverse audience segments including African Americans, Hispanics, young adults, rural residents, and LGBTQ+ communities. Services include strategic communications and campaign planning, creative development and production, media planning and media buys, digital and social media services, translation and accessibility services, campaign management and coordination, and performance measurement and reporting.
