The Illinois Department of Children and Family Services is seeking a vendor to provide services due to the connection between I.T. systems and federal claiming. DCFS requires maintenance and development of complex application system software and databases supporting federal program eligibility and claiming.

The vendor shall prepare, validate, and support submission of all quarterly and annual federal claims and reports across the Department's funding streams (Title IV-E foster care, adoption assistance, guardianship assistance, Chafee, Education and Training Vouchers, Title IV-B, TANF Emergency Assistance, Medicaid administrative claiming, and SSI/SSA trust fund operations) within federally prescribed deadlines. The vendor shall review Title IV-E eligibility documentation for adoption assistance and guardianship assistance subsidies, conduct monthly internal mock compliance reviews (45 cases per month), identify cases where eligibility status may be correctable, and support the Department's compliance with the Family First Prevention Services Act. The vendor shall conduct ongoing analysis of Department spending, service populations, contracts, appropriations, and eligibility data to identify allowable but unclaimed revenue and present findings with implementation recommendations. The vendor shall maintain and support legacy mainframe applications (MARS FFP, Emergency Assistance System, Medical Assistance System, Home of Relative System, Trust System, Court Tracking System) operating in IMS DB/DC and DB2 environments, and web-based applications (Revenue Maximization, Standard Narrative, Subsidy Tracking, CWCA Tracking systems) using .NET and SQL Server. The vendor shall support data exchanges between Department systems and systems owned by HFS, DHS, DoIT, and county court systems; produce and distribute Daily Notification Files and maintain managed care data exchanges supporting youth in care populations. The vendor shall assist the Department in maintaining and updating its Public Assistance Cost Allocation Plan and indirect cost rate proposal; provide technical and programmatic support for federal Title IV-E eligibility reviews, statewide single audits, and DAB appeals; and monitor federal legislative, regulatory, and policy changes for impact on Department claiming. All work shall comply with applicable federal and State requirements, Department policies and procedures, and shall be performed by trained and competent personnel with requisite knowledge of federal child welfare programs, federal claiming, cost allocation, eligibility determination, and applicable systems.
