The Department of Corrections, Division of Health and Rehabilitation Services (department), is statutorily responsible for providing behavioral health services to individuals in custody. Due to continued staffing shortages, and in order to provide constitutionally mandated services, the department is soliciting proposals to provide in-person and limited telehealth behavioral health services to individuals in custody statewide at all thirteen (13) department locations. The department seeks to maintain sufficient contract sources to meet ongoing statewide needs; therefore, this RFP allows for multiple awards. It is anticipated that at minimum two (2) and up to four (4) separate contracts may be awarded, contingent upon the receipt of a sufficient number of responsive proposals.

The successful offeror shall provide Mental Health Clinicians (MHCs) to perform a full range of clinical mental health services, including screenings/assessments, evaluation, diagnosis, treatment recommendations, release planning, crisis intervention, group treatment, and coordination of care. MHCs shall be assigned to work on-site on a full-time basis (37.5 to 40 hours per week) and may be asked to provide occasional telehealth services. Duties include direct care, documentation in the Electronic Health Records (EHR) system, conducting mental health rounds in segregation units, facilitating suicide prevention training, and complying with all facility security requirements. The department anticipates a total need of 21 MHCs.
