This procurement seeks a Software as a Service (SaaS) or Commercial Off-The-Shelf (COTS) solution to replace AMHS's current crew dispatching system, ATLAS. The new system must automate complex crew scheduling for a fleet of 9 vessels while managing three distinct union bargaining units, each with unique contractual requirements, seniority rules, and scheduling constraints.
Proposals must be received no later than 2:00 PM prevailing Alaska Time on September 11, 2026 faxed or oral proposals will not be accepted.

The contractor shall provide a comprehensive, turn-key solution to replace the existing Atlas dispatching system with a fully functional, web-accessible Dispatch Management System (DMS). The scope includes system configuration and implementation with union-specific scheduling logic for IBU, MEBA, and MMP; data migration of historical Atlas data from 2019 to current date; system integration with IRIS payroll, Marinals training LMS, Applicant Stack HR/onboarding, and the State of Alaska identity provider; secure cloud hosting with 99.9% availability; comprehensive training for four user groups; and ongoing support and maintenance. The contractor must deliver eleven specific deliverables including project initiation, system design, testing, data migration, deployment, training, and project closure.
