The Housing Authority of the City of Atlanta, Georgia (“Atlanta Housing” or “AH”) is seeking a Statement of Qualifications from qualified Development Teams/Partners to provide Essential Function Bonds (“EFBs”). The Development Teams/Partners shall provide bonds that will support the acquisition, rehabilitation, and /or new construction of affordable and mixed-income housing developments.
The selected Development Partner will be responsible for planning, financing, and executing eligible housing projects. Key responsibilities include proposing acquisition or new construction using EFBs, preparing and implementing a Master Development Plan, ensuring one-for-one replacement of public housing units where applicable, providing site planning, architectural design, engineering, and pre-development coordination, preparing and maintaining 10-year operating budgets and pro forma statements, structuring layered financing including EFBs, LIHTC, HOME/CDBG, and local sources, submitting LIHTC applications, providing credit enhancements, assuming responsibility for pre-closing, acquisition, and construction risks, conducting market, environmental, and geotechnical studies, securing zoning approvals and permits, selecting and managing third-party contractors, overseeing construction through completion, leading marketing and lease-up efforts, identifying key personnel, providing organizational charts and audited financials, submitting monthly reports, and attending coordination meetings.
