Revised the solicitation Description to read the following under (1) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with **Revolutionary **FAR Overhaul (RFO) Part 12. This announcement constitutes solicitation. Offers are being requested and a separate written solicitation will not be issued.
Provide responses to Questions/Clarifications received through October 26, 2026. The Question submission date remains October 30, 2026, 1:00pm ET.

(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes solicitation. Offers are being requested and a separate written solicitation will not be issued.
Solicitation Number 70FB8027Q00000003 is issued as a Request for Quote (RFQ) for Retro Fit Shower and Accessories Installation Kit, to include inside Transportable Temporary Housing Units (TTHUs) to support displaced individuals with disabilities.
This acquisition is a full and open competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul/far-part-deviation-guide.
(ii) A list of line-item number(s) and items, quantities, and unit of measure, is at Attachment 4 - Pricing Table.
(iii) The Department of Homeland Security (DHS), Federal Emergency Management (FEMA), proposes to issue a multiple award Blanket Purchase Agreement (BPA) contract vehicle to provide commercial household Retro Fit Shower and Accessories Installation Kits, which are required in each Transportable Temporary Housing Units (TTHUs) to support displaced individuals with disabilities. See Attachment 1: Statement of Work for a detailed description of the requirements.
(iv) The date(s) of delivery and acceptance are based on agency need. See Attachment 1: Statement of Work for the specific f.o.b points.
(v) The provisions that apply to this acquisition are in Attachment 2: Terms and Conditions.
(vi) The contract clauses that apply to this acquisition are in Attachment 2: Terms and Conditions.
(vii) Questions must be submitted via email to the cognizant Contracting Officer (CO), Keturah Stroy at Keturah.Stroy@fema.dhs.gov, no later than October 30, 2026, at 1:00 p.m. ET.
(viii) Quotes must be submitted via email to the cognizant Contracting Officer (CO) Keturah Stroy at Keturah.Stroy@fema.dhs.gov no later than November 13, 2026, at 1:00 p.m. ET.
(ix) The North American Industry Classification System (NAICS) code for this requirement is 332913 - Plumbing Fixture Fitting and Trim Manufacturing.
The Contractor furnishes all materials, supplies, equipment and related resources to provide Retro Fit Shower and Accessories Kits per the Statement of Work. Two kit configurations are specified: a 60x30 Retro Fit Shower and Accessories Installation Kit for 1BR, 2BR and 3BR MHUs (60x30 multi-piece barrier free shower, Bestbath model 5LBS6030E75B or equal, 2" no caulk brass drain, shower valve and grab bar handheld kit, 66" x 74" shower curtain, 59.5" straight curtain rod kit, 5' water stopper kit, two 24" stainless grab bars and a 28" x 15" padded rectangular shower seat) and a 36x36 kit for 8' Wide Express MHUs (36x36 multi-piece barrier free shower, Bestbath model 4LBS3636B5B or equal, 2" no caulk brass drain, shower valve and grab bar handheld kit, 42" x 74" shower curtain, 37.5" curtain rod kit, 3' water stopper kit, one 24" and one 12" stainless grab bar and a 28" x 15" padded shower seat). Each kit must be packaged in one container, labelled with a packaging slip, and shipped on pallets with an itemized Bill of Lading; all items must be new and unused in original manufacturer packaging. Delivery is typically to the FEMA Manufactured Housing Storage Site in Cumberland, MD, within 30 calendar days from the date of the order, and the Contractor must provide a spreadsheet of item totals to the COR and delivery POC within 1 business day of delivery.
