If successful, REST will establish the technical foundation for a new generation of sleep health technologies that are objective, personalized, and capable of improving long-term health outcomes at scale.

8/10: Amendment 6 modifies the solicitation by breaking the Solution Summary, Proposal and Pitch into distinct categories. Solution Summaries will be reviewed on an encourage/discourage basis; Proposals will be evaluated on an invite/not invited basis; Pitches will be evaluated on a selected for negotiation/not selected basis.
8/11: Amendment 7 modifies Section 3.3 Key Program Milestones table. Changes made in Amendment 6 remain in red text to highlight important changes to solicitation process.
9/14: Amendment 8 modifies Section 4.4 Proposal Requirements and reactivates solicitation until proposal due date.
9/15: Amendment 9 adds REST Proposal Template folder as an attachment to the solicitation.
9/21: Amendment 10 revises REST Proposal Template document "REST_APPENDIX B.0_Proposal Format and Instructions".
The REST program pursues two Technical Areas: TA1 (Measure & Diagnose) focuses on developing validated in-home systems for objective measurement of sleep-relevant physiology, diagnosis of poor sleep centered on insomnia, and mechanistic classification; TA2 (Control & Treat) focuses on developing noninvasive, closed-loop systems that adapt intervention to the user's sleep state and physiology in real time to improve sleep quality and treat insomnia. Proposers may address one or both Technical Areas. The program includes shared non-solicited resources: Foundational Sleep Health Modeling and Discovery, and a Research Integrator and IV&V effort. The program is 66 months organized into three phases with down-selects. Proposers must submit a Solution Summary before a full Proposal. Award instrument is Other Transaction (OT).
