This is a Solicitation Synopsis issued by the Department of the Air Force, Air Force Nuclear Weapons Center (AFNWC/NIKM), Hill AFB, UT. This solicitation is for the production and delivery of flight test kit replenishment spares for the Flight Test, Telemetry, and Termination (FT3) Program.
These kits directly support the Air Force Global Strike Command (AFGSC) Minuteman III (MMIII) Intercontinental Ballistic Missile (ICBM) Force Development Evaluation Operational Test Launch (OTL) Program.
The Government intends to solicit and negotiate with only one source: The Boeing Company (CAGE: 0B0D7), located in Layton, UT, under the authority of 10 U.S.C. 3204(a)(1), as implemented by RFO 6.103-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements).
Market research, including a Sources Sought Synopsis (FA8214-25S-FT3PD) and Pre-solicitation Notice (FA821426RB004-PRESOL), concluded that Boeing is the only source with the unique technical data, specialized engineering expertise, and established manufacturing infrastructure required to meet the Government's strict performance schedules. Award to any other source would result in an estimated minimum duplication of $80M in costs and an unacceptable delay of at least three (3) years.
The resulting contract is anticipated to be a Firm-Fixed-Price (FFP) vehicle containing the following primary parameters:
Quantity: Production and delivery of twenty-five (25) FT3 flight test kits.
Delivery Schedule: Just-in-time delivery to Vandenberg Space Force Base, CA, precisely 120 days prior to scheduled Operational Test Launches (OTLs).
Period of Performance: October 2027 through September 2035.
Total Estimated Program Value: Approximately $955M (including potential future procurements executed under an approved Class J&A).
This notice is not a request for competitive proposals, and a written solicitation will be issued directly to The Boeing Company. However, any responsible source that believes it can meet these requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
Information received will be evaluated solely to determine whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
All responses must be submitted electronically to the Points of Contact listed below no later than the Response Deadline indicated in this posting.
The contractor shall manufacture, produce, and deliver 25 FT3 flight test kit replenishment spares using FT3-approved technical data, specifications, and drawings. Work includes procuring parts and materials, assembling and testing Integrated Instrumentation Systems (IIS) and Flight Destruct System (FDS) components at Boeing-Heath facility, conducting initial acceptance testing, storing kits at contractor facility until just-in-time shipment, providing final acceptance support at Vandenberg Space Force Base, delivering MGS (AN/DSW-23) assemblies in modified flight test configuration to VSFB 120 days in advance of each OTL, and conducting all necessary failure analysis and corrective action as directed. The contractor shall manage the program including subcontract oversight, risk management, supply chain risk mitigation, quality assurance, corrosion prevention and control, parts/materials/processes management, and packaging/handling/storage/transportation in accordance with MIL-STD-2073-1. Contractor shall support Production Readiness Review, maintain manufacturing and producibility plans, perform cost and software data reporting per DoDM 5000.04, and provide monthly production status reports detailing material buys, requalification, component build and shipment schedules.
