The U.S. Postal Service (USPS) is soliciting individuals with the right skill sets and interested in investing numerous hours per week to write Final Agency Decisions (FADs) in accordance with Equal Employment Opportunity Commission (EEOC) regulations and USPS quality and timeliness standards. Selected individuals will be independent contractors, located throughout the United States, who will enter into Ordering Agreements with the USPS to provide FAD writing services.
The supplier will prepare Final Agency Decisions (FADs) on the merits of discrimination complaints and/or entitlement to compensatory damages for the USPS National EEO Investigative Services Office (NEEOISO) and other agencies. Each merit FAD must include case caption, introduction, statement of claims, chronology, applicable law, background, prima facie analysis, management's non-discriminatory reasons, pretext, conclusion, statement of relief, appeal rights, and signature block. Each compensatory damages FAD must include case caption, introduction, statement of claims, chronology, applicable law, background, pecuniary damages, non-pecuniary damages, conclusion, appeal rights, and signature block. The supplier shall deliver each FAD within 15 days of receiving the case assignment, and revise it within 3 days of receiving COR feedback if needed. The supplier must also complete required training, maintain security clearance, and provide their own equipment.
