The U.S. Army Contracting Command (ACC-APG) Orlando Contracting Division (OCD), on behalf of the Capability Program Executive Office Simulation, Training, Test & Threat (CPE ST3), is officially announcing the soliciting proposals for the TRAINING INSTRUCTOR OPERATOR SERVICES SUPPORT II (TRIOSS II). This requirement is to procure continuous, uninterrupted I/O support for the MSTCs as well as support for other miscellaneous courses and training events located at Army MSTCs throughout the CONUS and OCONUS.
The anticipated contract is for a single award Firm Fixed Price Mandatory Minimum Staffing Baseline (MMSB) contract which has a base period and four 1-year option periods. Detailed instructions, performance work statements, and submission guidelines are fully detailed within the attached solicitation W900KK-27-R-A003.
Proposals are due 09 November 2026 at 09:00 EDT. Late submissions will not be considered for evaluation.
All questions must be received no later than 15 October 2026 at 11:00 AM Eastern Standard Time (EST), see Section L for submission instructions.
Notice of Intent (Requested): To assist the Government in administrative preparations and oral presentation scheduling, all interested Prime Contractors intending to submit a proposal are requested to notify the Government via email at usarmy.orlando.cpe-st3.mbx.trioss-ii@army.mil within one (1) week of this posting.
Note: This notification is voluntary and does not preclude the evaluation of any timely received proposal.
Oral Presentations: Will be scheduled for in-person presentations at ACC-APG Orlando Contracting Division in Orlando, Florida and will be coordinated with Offerors after all proposals have been received, logged and reviewed to be compliant.
The contractor provides continuous, uninterrupted medically credentialed Instructor/Operators to support medical simulators and simulations at Army MSTCs throughout CONUS and OCONUS, including TC 8-800 sustainment, CLS, BLS, ALS, PHTLS, PALS and TCCC training, classroom and hands-on field instruction, training exercise support, TADSS operation and operator-level maintenance, training scenario development, After Action Reviews, consumables inventory and program management under a Firm Fixed Price Mandatory Minimum Staffing Baseline of 110 FTEs.
