Revised documents (RFQ‑RV1, Attach1‑SOW‑RV1, and Attach4‑SOI‑RV1) are provided; please refer to the updated documents in the attachments section. All original terms and conditions remain unchanged. As a reminder, quotes are due Monday, 26 October 2026, no later than 11:59 p.m.
The Green Mountain & Finger Lakes National Forests seek contractor support to survey, map, and treat non‑native invasive plant species (NNIP) across designated timber units and adjacent areas. Work includes manual, mechanical, physical, and chemical treatments to prevent the spread of NNIP before timber harvest activities. Contractors must provide all labor, equipment, herbicides, PPE, GPS/GIS capabilities, and related materials. GIS data collection is required using GPS devices, tablets, or approved applications.

Work includes four treatment categories: (1.1) roadside/trailside/utility corridor woody invasive plant treatment using cut stump, basal bark, or foliar herbicide application with vehicle access (76.54 acres); (1.2) open land/trailside woody invasive plant treatment not accessible by vehicle (49.1 acres); (2.1) roadside/trailside/utility corridor non-woody invasive plant foliar treatment with vehicle access (48.74 acres); (3.1) survey and record populations of invasive plants using GPS and GIS software (71 acres); and (4) mobilization including personnel assembly, equipment transport, safety planning, and staging (1 lump sum). Contractor must provide all labor, equipment, herbicides, PPE, and GIS capabilities. Work must achieve 85-90% kill rate on target invasive species with no more than 10-15% mortality to non-target plants. All herbicide applicators must hold Vermont commercial pesticide applicators licenses. Work must be completed by December 31, 2027, with herbaceous species and surveys completed by October 1 and woody species by November 7.
