AMENDMENT 0001 SUMMARY OF CHANGES:
Remove FAR 52.219-33 (Non-manufacturer Rule); as a result, the Combined Synopsis/ Solicitation, Section H has been updated;
Publish questions and answers received in response to this RFQ;
All other terms and conditions remain unchanged.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO Part 12. This announcement constitutes the only soliciation. Quotations are being requested and a separate written soliciation will not be issued.
Solicitation number FA524026Q0030 is issued as a Request for Quotation (RFQ) for a multiple award Blanket Purchase Agreement (BPA) for portable toilet leases and related equipment.

All questions regarding this solicitation shall be submitted via email to the POCs below. All questions are due by 08 September 2026 by 12:00 PM ChST.
The contractor shall lease, deliver, install, maintain, and de-install commercial-grade portable toilets, hand wash stations, and restroom trailers at Andersen AFB, Guam. Services include weekly servicing (pump-out, cleaning, restocking consumables), emergency and routine response, waste transport and disposal, relocation of units, and destructive weather preparation and recovery. The contractor is responsible for anchoring units, providing consumables, and ensuring compliance with ANSI/PSAI Z4.3, OSHA, ADA, GEPA, and installation typhoon procedures.
