This is a solicitation for Streaming Media Hosting, Management, and Distribution Services** prepared in accordance with the Administrative Offices of the U.S. Courts Judiciary Guide, Chapter 325 Small Purchase Procedures of Volume 14, as supplemented with additional information included in this notice. This solicitation is for a commercial off the shelf (COTS) media streaming (SAAS) platform.**

**Responsible sources shall follow the instructions in the attached RFQ in order to be considered. Questions are due by 2:00PM EST Sep. 8, 2026. Responses to this solicitation are due by no later than 2:00PM EST Sep. 17, 2026. This requirement is unrestricted and not set aside for small business as the Judiciary does not abide by the FAR for open market. **
The contractor shall provide a SaaS video streaming platform that hosts and provides on-demand web streaming of recorded audio and video media. The platform must be accessible through a singularly managed interface, include an integrated content management system (CMS) secured to authorized users, and provide integrated HTML5 accessible video players. It shall transcode source content for optimized online delivery, support adaptive streaming, collect end-user analytics, and be monitored 24/7/365. The contractor shall provide maintenance, enhancements, data integrity, and security of servers and supporting components, and maintain data backups in a secure environment. The contractor is responsible for migrating media and accompanying metadata from the incumbent platform, providing training to government administrators and users, and developing a Transition-Out Plan. The platform must maintain separation between Federal Court Units and support user accounts with two-factor authentication. The contractor shall also provide customer service, technical support with defined response times, and comply with Judiciary IT Security Standards.
