NHTSA's New Car Assessment Program (NCAP) requires pedestrian protection impact testing on production motor vehicles. The Contractor(s) shall perform test-procedure evaluation; impactor qualification (headform, Flexible Pedestrian Legform Impactor (Flex-PLI), and upper legform); and pedestrian headform, Flex-PLI, and upper-legform tests on assigned vehicle models, in accordance with the NCAP Crashworthiness Pedestrian Protection Test Procedure, together with related qualification, reporting, and optional cyclist/aPLI testing. The Government intends to make multiple awards and to issue firm-fixed-price task/delivery orders for testing as vehicle models are assigned.

Award will be made on a best-value tradeoff basis considering the following technical factors — (1) Technical Plan, Quality Assurance Management Plan, and Test Procedures; (2) Facilities and Equipment; (3) Organization and Personnel Qualifications; and (4) Past Performance and Prior Experience - and price. The technical factors, combined, are more important than price.

The Contractor shall provide all qualified personnel, facilities, services, materials, supplies, and equipment necessary to perform Crashworthiness Pedestrian Protection evaluations for NHTSA NCAP vehicles. The test program includes headform impact tests (standard and active hood), FlexPLI and aPLI lower legform tests, upper legform tests, active hood sensing tests, headform and legform qualification tests, vehicle markup, 3D scanning, and replacement parts purchase and shipping. All testing shall be done in accordance with the NCAP Crashworthiness Pedestrian Protection Test Procedure. The Government anticipates award of an IDIQ contract with FFP and CR delivery orders.
