SCOPE: The Army Contracting Command - Detroit Arsenal (ACC-DTA) intends to issue a solicitation for a new five-year, Firm-Fixed-Price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the manufacture and delivery of four (4) variants of the S-280C/G Vehicle Mounted Shelter.
The variants include shielded and unshielded versions, both with and without the Mobilizer Adapter Kit. The National Stock Numbers (NSNs) for the principal variants are:

NSN 5411-01-092-0892: S-280C/G Shelter, Unshielded

This is a non-commercial requirement to be manufactured in accordance with a Government-owned Technical Data Package (TDP). The contract will also include requirements for First Article Testing (FAT), Item Unique Identification (IUID) marking, and the delivery of logistics data and technical manuals.
Interested parties are reminded that this is a 100% Small Business Set-Aside under NAICS code 332311, for which the corresponding small business size standard is 750 employees.
The Government intends to award a single contract to the responsible offeror whose proposal represents the best value to the Government. This will be a tradeoff source selection conducted in accordance with FAR Part 15, where the Government will evaluate both technical factors and price.
TECHNICAL DATA PACKAGE (TDP): The TDP associated with this procurement is export-controlled (Distribution Statement C) and requires special handling. To be eligible to gain access to the TDP when the solicitation is released, interested offerors must have a current and valid DD Form 2345, "Militarily Critical Technical Data Agreement" certification on file with the U.S./Canada Joint Certification Office (JCO). SOLICITATION RELEASE: The solicitation is anticipated to be released on or around September 2026. The solicitation and all associated documents, including the TDP, will be made available electronically via the System for Award Management (SAM.gov) website. It is the responsibility of interested parties to monitor this site for the release of the solicitation and any subsequent amendments.
