A site visit is required before submitting any proposal or quote. The mandatory site visit is scheduled for Wednesday, October 7, at 9:30 am EDT at NRL. All visitors must notify NRL Contracts at least 2 days prior to the scheduled visit. If you are unable to attend on this date, another date may be requested, although the requested date/time may not be available. No change to the response date and time specified in Block 8 of the Standard Form (SF) 1449 will be granted based on an inability to visit NRL on the planned site visit day. The contractor shall relocate two existing air compressors from mechanical room 026B in NRL Building 65 to a new outside metal shed. Work includes providing a pre-engineered metal building on an 8-inch concrete slab (4,000 PSI, with 1/2-inch rebar at 12-inch OC), extending 3-inch copper compressed air piping (matching existing 2-inch field size), extending 480V power with a heavy duty disconnect switch, extending Siemens BAS wiring in rigid galvanized conduit, providing a new 208V/120V panelboard in the shed, installing a 13,300 CFM exhaust fan, electric unit heater, LED lighting, fire alarm system tied into Building 65, and interior insulation. The contractor must keep one compressor operational at all times, limit outages to weekends with 30-day advance notice, provide a construction-phasing plan, and restore all wall penetrations (minimum 2-hour firestopping) to match original conditions. The contractor is responsible for all design disciplines (structural, mechanical, electrical, civil, architectural) and must submit shop drawings for Government approval prior to construction. Asbestos and lead testing is required; remediation if needed will be handled via modification. The period of performance begins upon award, with delivery required by 04 Dec 2026.
