The Naval Research Laboratory (NRL) anticipates awarding a Cost Plus Fixed Fee (CPFF) Term contract for the effort titled:
Optoelectronics, Power Electronics and Radiation Effects Research
The Period of Performance (PoP) for the Contract will be one (1) base period of twelve (12) months from date of award, plus four (4) twelve (12) month option periods for a total of five (5) years. Additionally, the anticipated contract will include FAR clause 52.217-8, which provides the Government the option to extend the support by six (6) months. The award of this contract is subject to the receipt of adequate and proper funding.
NOTE: This Contract Request for Proposal (RFP) is not an authorization to start work. The Government reserves the right to cancel this requirement.
This is a follow-on requirement, currently supported by Amentum under N00173-23-C-2004.
The contractor shall provide expertise to assist in NRL research activities related to optoelectronics, power electronics, and radiation effects. Tasks include: theoretical and experimental research to develop physics-based numerical models of electronic and optoelectronic devices; semiconductor growth using MBE, OMVPE, ALD, and sputter deposition; device fabrication including optical detectors, solar cells, FETs, and diodes; integrated circuit fabrication; structural, electrical, and optoelectronic characterization; reliability and space environmental testing including particle irradiation and laser-based simulation; and high-power electronics development including power conversion circuits and wide bandgap semiconductor devices. Tasks 4.6-4.8 are classified TS/SCI and involve classified semiconductor device/circuit modeling, growth, fabrication, and characterization in simulated environments.
