This announcement is in support of market research performed by the Army Contract Command - Rock Island to determine interest and capability to provide the supply defined within this CSO.
This CSO will utilize a solicitation process authorized by RFO DFARS 212.70. Under this CSO, the DoW will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting officers may competitively select quotes received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of quotes by scientific, technological, or other subject matter experts. The vendor shall provide an automated, high-precision mixing, granulation, and drying fluidized bed mixer system (800 to 1200 lb batch capacity) that includes material de-clumping, weighing, and transferring solutions. The system must modernize the production of colored smoke energetics, achieve at least 30% throughput improvement, sub-millimeter granulation consistency, 95% operational availability, 95% repeatability, and raw material weighing accuracy within ±1.5%. It must integrate with existing facility power and environmental controls without a complete building overhaul, be rated for Class II Div 1 F and G environments where noted, and include automated fail-safe shutdown protocols, a High-Speed Fire Detection and Suppression System, and automated venting for closed systems. The system must handle chemicals including Dye Red III, Dye Violet IV, Dye Solvent Yellow 33, Dye Solvent Green 3, Potassium Chlorate, Sulfur Grade E, Sugar, Sodium Bicarbonate, Magnesium Carbonate, Terephthalic Acid, Polyvinyl Alcohol, Stearic Acid, Nitrocellulose, Pentaerythritol, Acetone, and Tricalcium Phosphate.
